• Internal war: Susana Díaz fails to regain control of the PSOE of Huelva

The manager appointed by Ferraz to lead the PSOE of Huelva after the resignation of its last secretary general, Ignacio Caraballo, opens with a scandal of

nepotism

One of its members, José Manuel Alfaro, was dismissed this Thursday as a deputy for the Presidency in the Huelva Provincial Council after he hired his own wife as an interim official, breaking the regulations and a job bank in which he was listed as number two.

The scandal generated has also forced him to renounce his act and resign from his organic positions.

The Huelva County Council, chaired by the 'sanchista' María Eugenia Limón, has announced the

dismissal

of Alfaro for "administrative deficiencies in a human resources management procedure."

Without further explanation.

Later, the spokesman for the government team, Salvador Gómez, even said that the dismissal responded to a "criterion of

transparency

" and, in statements to Europa Press, insisted that the deficiencies, "although they may be involuntary and have been corrected within the strictest legality, they oblige us to make political decisions. "

Gomez also defended Alfaro's "collaboration" and explained what had happened to him due to

"bad luck"

, something that could happen "to any politician."

But "citizens want solutions and want quick decisions and faster, it has not been possible to act and the institution continues to function," added the spokesman.

But, according to the official documentation to which EL MUNDO de Andalucía has had access, this "

human resources

management procedure

" is none other than the plug of the woman of the deputy of the Presidency, hired by the Human Resources area. directed by Alfaro himself and in a procedure that scandalized both the secretary and the general controller of the Huelva Provincial Council.

In fact, it was a

joint

report

by both senior officials that uncovered the hare and that has forced President Limón to take drastic measures.

The first, to dismiss Alfaro's wife in a sudden way and, the second, to leave the Socialist deputy without functions.

On December 31, 2020, by virtue of a resolution of the president, the hiring as

an interim official

of Cecilia González - Alfaro's wife - as an economist in the Human Resources Service with a category A1 within the labor scale was made official of the Provincial Council and various supplements to add a salary of more than 3,000 gross euros per month.

But González did not get to collect even the first full payroll because

fifteen days

after Limón signed his contract, the secretary and the inspector of the Diputación issued a report in which they concluded that the procedure by which the wife of the deputy of the PSOE "is not in accordance with the law, so its review is appropriate."

As the main argument, the report of the Secretary and the General Intervention claims the

breach

of article 23.3 of the Mixed Agreement of Working Conditions of the Personnel at the Service of the Provincial Council, which regulates emergency hiring.

Job vacancies

Since 2019, Cecilia González was part of a

job

bank set up to select managers of European projects and to which the Provincial Council theoretically resorted to hire her, although ignoring that the wife of the deputy for the Presidency was not the first on the list, but the second.

In response to these problems, Alfaro's wife was

fired

on January 19, just 20 days after she entered the Huelva County Council through the back door, in the department run by her husband.

Alfaro and his wife have already met before in another public administration.

Cecilia González worked in the

Moguer City Council

when her husband was a councilor and in April 2018 she was appointed as a technical advisor to the commission for the selection of administrative assistants for the Moguer town hall as an "expert."

At the last minute, Alfaro announced in a statement his resignation from the act of deputy and his intention to abandon his position as a member of the

management commission

that the federal leadership of the PSOE appointed in November of last year to fill the void left by the until then secretary General and President of the Provincial Council, Ignacio Caraballo, who resigned surrounded by judicial scandals and allegations of mistreatment.

His resignation was the trigger for an internal battle in the Huelva PSOE between the supporters of Susana Díaz and those of Pedro Sánchez that ended with the victory of the latter, who placed María Eugenia Limón at the head of the Provincial Council, the one designated by Caraballo, who in recent times had distanced himself from the leader of the Andalusian PSOE to get closer to the

Sanchistas

.

In the party, Ferraz directly imposed a manager headed by María Luisa Faneca, a veteran Huelva politician who was always with Sánchez, and has taken full control of the formation until a congress is held for which there is no date.
