The just-announced "14th Five-Year Plan" clearly proposes to improve the old-age insurance system and gradually raise the basic pension standard for urban and rural residents.

  What policy signal does this release?

In the next five years, will the pensions of urban and rural residents continue to rise?

The reporter interviewed Liu Conglong, Director of the Rural Social Insurance Department of the Ministry of Human Resources and Social Security.

Will the pensions for urban and rural residents still go up?

  Liu Conglong: The basic pension insurance for urban and rural residents consists of two parts: basic pension and personal account pension. Among them, the basic pension comes from central and local financial subsidies at all levels.

The personal account pension comes from the pension insurance premium paid by the insured person himself every year.

  Under the circumstance that the individual contribution level of the insured person does not drop, and the basic pension standard is gradually increased, the pension that can be received every month must be increased.

And it can be said with certainty that with the development of the economy and society, the pensions for urban and rural residents will gradually increase.

  We have established a normal adjustment mechanism for basic pensions for urban and rural residents.

In the future, efforts will be made to increase basic pensions and personal account pensions to improve the level of urban and rural housing security.

  On the one hand, the central and local governments will promote the overall consideration of urban and rural residents' income growth, price changes, and other social insurance standards adjustments such as basic pension insurance for employees, and raise the basic pension standards in a timely manner;

  On the other hand, according to the income growth of urban and rural residents, the basic pension insurance payment standard for urban and rural residents will be reasonably determined and adjusted, and the insured will be encouraged to choose a reasonable payment grade according to their own economic conditions, continue to pay during the payment cycle, and increase personal account accumulation.

More than 542 million people are involved!

The vast majority are farmers

  Liu Conglong: As of the end of 2020, the number of people participating in the basic old-age insurance for urban and rural residents in my country has exceeded 542 million, most of whom are rural residents, including 68.7 million poor people, and basically realized that the poor should be covered.

  Since the implementation of the payment policy in 2017, we have paid a total of 12.9 billion yuan in basic pension insurance premiums for urban and rural residents for 119 million people in need.

Up to now, more than 160 million people have received basic pension insurance benefits on a monthly basis, including 30.14 million poor elderly people.

  The minimum national basic pension standard set by the central government has been raised from 55 yuan per person per month at the initial stage of the establishment of the system to 93 yuan.

In 2020, governments at all levels will provide more than 300 billion yuan in pension insurance subsidies for urban and rural residents.

Coupled with the growth of local financial subsidies and the accumulation of individual contributions, the per capita pension level of urban and rural home insurance has increased to 170 yuan/month at the end of 2020.

For the rural elderly, this is a stable income, which can play an important role in reducing poverty in the elderly and regulating income distribution.

Take multiple measures to improve the pension level of urban and rural residents

  Liu Conglong: In the next five years, several key tasks will be adopted to further improve the institutional system and raise the level of benefits.

  One is to improve the insurance premium payment policy for urban and rural homes.

Based on actual conditions, the local government pays part or all of the premiums for the subsistence allowance recipients, the extremely poor, the severely disabled and other disadvantaged groups participating in the urban and rural housing insurance, so as to enhance the system's protection function.

When identifying the subsistence allowances, the minimum standard of basic pension determined by the central government is not included in the family income.

  The second is to implement a mechanism for determining benefits and normal adjustment of basic pensions.

We will optimize the structure of pension insurance benefits and improve the level of benefits based on the basic pension and personal account pension benefits; guide localities to establish a dynamic adjustment mechanism for payment subsidies, and appropriately increase payment subsidies for those who choose higher-level payments; speed up The urban and rural housing insurance fund entrusts investment to realize the maintenance and appreciation of the fund's value.
