The report builds an ecological governance evaluation index based on the three dimensions of water environmental benefits, ecological sustainability, and economic benefits, and evaluates the ecological environmental governance of China's Yangtze River, Yellow River, and Huai River from 2010 to 2018.

  According to the report, from the perspective of the total ecological governance index and the three sub-indexes, the Yangtze River Basin is the highest, the Yellow River Basin is in the middle, and the Huaihe River Basin is the lowest; from the perspective of the contribution of the three sub-indexes to the total ecological governance index, the three major river basins are all ecologically sustainable. The highest, the economic benefit is in the middle, and the water environment benefit is the lowest.

  The report pointed out that the protection and restoration of the Yangtze River has achieved initial results.

At present, the quality of the surface water environment in the Yangtze River Economic Zone is showing a gradual improvement trend, and the overall quality is higher than the national average.

In addition, the Yellow River Basin forestland protection and restoration construction has achieved remarkable results in recent years. Taking 2018 as an example, there are 9 provinces (regions) with afforestation area of ​​more than 5 million mu in the country, of which 5 provinces (regions) belong to the provinces along the Yellow River Basin. (Districts) are Inner Mongolia, Sichuan, Gansu, Shaanxi and Shanxi, mostly concentrated in the middle reaches of the Yellow River.

  The report also pointed out that the Huai River Eco-economic Belt has the problem of insufficient green economy development momentum.

According to its analysis, the proportion of the tertiary industry in the provinces along the Huai River has been increasing, and the industrial structure is in the process of upgrading.

Although the proportion of the secondary industry is declining, it still accounts for 30% to 40% in most coastal provinces.

The proportion of agriculture in the primary industry is higher than that in the Pearl River, Yangtze River and other economic zones, indicating that the industrial structure has not yet completed the upgrading and transformation, and there is still room for continued optimization.

  The report believes that China's ecological governance has achieved remarkable results. The ecological governance system, participation mechanism, and supervision and accountability mechanism have been gradually improved, ecological governance capabilities have been continuously improved, ecological governance projects have achieved great results, and ecological governance has entered the international dimension.

However, it still faces the challenges of many environmental problems left over from history, contradictions between development and protection, fragmentation of ecological governance policies, high-risk enterprises along the river, and prominent environmental risks.

In this regard, the report also proposed a solution.
