Sun Guojun, a member of the Party Leadership Group of the Research Office of the State Council of China, revealed on the 12th that the report’s revisions in education, medical care, pensions, and social security accounted for 37% of all revisions. Pollution prevention and ecological environment construction had twice as many revisions as last year.
Sun Guojun said at a briefing held by the Information Office of the State Council that day that the amendments on people's livelihood, technological innovation, agriculture and rural areas were concentrated.
The report has revised nearly 30 places in the areas of education, medical care, pensions, and social security, accounting for 37% of all revised items, and the revision ratio is similar to the situation in previous years.
For example, in terms of education, the report added "strengthening county high school construction", "strengthening the construction of basic and frontier subjects, and promoting the development of emerging interdisciplinary subjects", "supporting the development of higher education in the central and western regions", "improving the lifelong learning system", and "standardizing off-campus training", etc. Content: In terms of medical and health care, the report supplemented the contents of “improving urban and rural medical service networks”, “optimizing childbirth policies”, “strengthening the grassroots public health system”, etc.; in terms of basic people’s livelihood protection, the report added “development of inclusive elderly care services and mutual assistance”. “Sexual elderly care”, “development of infant and child care services”, “strengthening the construction of barrier-free facilities”, “strengthening disability prevention” and other content.
"Compared with last year, a new hot spot that the delegates and committee members are concerned about is pollution prevention and ecological environment construction." Sun Guojun pointed out that "carbon peak" and "carbon neutral" have become popular vocabulary. There are 31 amendments in this regard. It doubled last year.
In the revision of the report, contents such as "Scientific advancement of desertification, rocky desertification, and comprehensive management of soil erosion", "Protection of the marine ecological environment", "Promotion of resource conservation and efficient use", and "Improve the carbon sink capacity of the ecosystem" were added.
