Düsseldorf (dpa) - The planned Federal Institute for Photography is to be built in Essen according to a feasibility study commissioned by the federal government.

The Deutschlandfunk reported on Friday.

The 82-page report available to the broadcaster considers the location in the city in the Ruhr area to be more suitable than Düsseldorf.

One of the reasons given is the space required.

Minister of State for Culture Monika Grütters told Deutschlandfunk that the report she had commissioned was an in-depth investigation that came to the clear conclusion that the institute would be implemented in Essen.

Among other things, the new institute will secure the estates of important photographers in Germany.

According to the study, the costs for the federal institute are estimated at around 125 million euros.

It should therefore be completed in 2027.

Essen wants to provide an expandable property on the site of the Zeche Zollverein.

Düsseldorf had promised a plot of land near the Rhine at the Ehrenhof.

According to the study, what speaks in favor of Essen is that the property there is large enough for the space required by the institute.

On the other hand, the planned area in Düsseldorf would be too small and a second location would be necessary for major parts of the depots.

There has been a dispute about the location for a long time.

A commission of experts from Grütters had also suggested Essen.

The Bundestag budget committee had previously approved 41.5 million euros for the planned institute based in Düsseldorf.

The city of Düsseldorf and the state of North Rhine-Westphalia assured co-financing at that time.

Grütters has now announced on Deutschlandfunk that she will try again to clear up the misunderstandings between Essen and Düsseldorf so that the question of location does not override the factual debate.

An initiative led by the world-famous photo artist Andreas Gursky had already submitted plans for a “German Photo Institute” in Düsseldorf.

Gursky's plans could provide "valuable impetus," said Grütters.

"I could imagine that the content can be linked together."

At the Federal Institute for Photography, however, they “assume a much wider range of tasks”.
