Berlin (dpa) - According to an analysis, the Prussian Cultural Heritage Foundation, which is too sluggishly operating, is to be retained in a reformed form.

It is important to «develop concrete models for this», said Minister of State for Culture Monika Grütters (CDU) on Thursday in Berlin after the most recent meeting of the reform commission the day before.

"All institutions need significantly more autonomy, especially when it comes to personnel and budget issues."

With a view to the foundation, Grütters spoke of “a fundamentally reorganized association” that offers the institutions added value without impairing new creative freedom.

"This is the path that all members of the reform commission support."

Foundation President Hermann Parzinger spoke of the fact that networking is right “especially in the 21st century”.

«The reform should lead to added value for visitors to our facilities.

This requires more ideas and inspiration in the overall network.

According to an analysis by the Science Council, the roof structure of the foundation has resulted in unclear decision-making processes.

The committee had proposed an extensive split of the foundation.

So far, museums, for example, have not adequately exploited the potential with their world-class collections.

The foundation, which is supported by the federal and state governments and has around 2000 employees, includes the Berlin State Museums, whose 15 collections with 4.7 million objects are presented at 19 locations.

The Science Council had proposed a division into four independent organizations: museums with music research sponsored only by the federal government and the state of Berlin, the state library, the state archive and the Ibero-American institute, each independently owned by the federal government.
