March 10, 2021 There are 1,005 inmates vaccinated against covid.

The head of the Penitentiary Administration Department, Bernardo Petralia, in a hearing in the Anti-Mafia commission, provided the updated data last night.

Among the staff of the prison administration are 5,400 people "initiated for vaccination", explained Petralia.



Meanwhile, infections from Covid-19 in Italian prisons are still increasing compared to two weeks ago.

There are 468 inmates (including 16 newcomers) out of a total of 52,599 in prison, currently positive for Covid.

A figure, contained in the weekly report of the Ministry of Justice, which shows an increase in cases of contagion among inmates.

Seven days ago, the number of positive inmates was 410, out of a total of 52,644 in prison.



Among the 468 positive inmates, 441 are asymptomatic, 7 symptomatic are managed within prisons, while 20 are hospitalized.

Infections among agents are also increasing: currently the positives are 612 (out of a total workforce of 36,939) while in the report last week they were 562. Among the infected, 584 are in home isolation, 14 are hospitalized in the barracks and 14 the hospitalized.



As for the administrative and managerial staff of the Penitentiary Administration, the Covid positives (out of a total of 4,021 employees) are 48 (one less than 7 days ago) and no one is hospitalized.



Istat: record crowding of prisons


At the end of December 2019, the crowding rate in Italian prisons had reached very high levels, with 119.9 inmates for every 100 places available.

In 2020, prisons also inevitably suffered the impact of the pandemic and the responses were not without controversy.



The "Cura Italia" decree of March 2020 provided for measures to contain the infection and reduce crowding, allowing a large number of prisoners to serve the last part of their sentence in home detention.

At the end of December 2020, the crowding rate dropped to 105.5 places occupied per 100.



The situation continues to be more serious, overall, in the North (114.4 inmates per 100 places) than in the Center (106.2) and in the South (98.2).

It can be read in the eighth edition of Istat's Report on Fair and Sustainable Wellbeing (Bes).



Cartabia: "The detention is aimed at reintegration"


"The time of detention is not a time of mere waiting, but a time of change, aimed at the reintegration of the detainee".

This was stated by the Minister of Justice, Marta Cartabia, who spoke with a video message to the 14th United Nations Congress in Kyoto, on the Prevention of Crime.



"Punishment is never revenge", recalled the Keeper of Seals, who in addition to recalling the 'Mandela rules', the minimum standards for prison conditions, and citing the motto of the Penitentiary Police 'despondere spem munus nostrum', listed the many projects of public utility works, for the reintegration of prisoners.



"Statistics show that a more constructive treatment corresponds to a lower recidivism rate", underlined Cartabia, recalling, in particular, the agreement 'I redeem myself for the future' signed between the Ministry of Justice and the Federal Government of Mexico, under the patronage of the United Nations Office for Drug Control and Crime Prevention.
