The phenomenon of "different pay for equal work" has seriously affected the stability and quality of the preschool teacher team.

  "The salary of non-lined teachers in public kindergartens also affects the price of teachers' wages in private kindergartens. Most of the private kindergartens use the salary of non-lined teachers of public kindergartens as a reference standard to stipulate the salary of teachers." Liu Yan said.

  Therefore, Liu Yan suggested that the salary standards for teachers who have the same academic qualifications, titles and working years should be given the same salary and treatment for teachers who are not registered and publicized to the society.

  Liu Yan said that it is necessary to gradually improve the financial subsidy system for inclusive private kindergartens, and appropriately increase financial support for inclusive private kindergartens on the basis of cost accounting. The charging standard plus government subsidies should not be lower than the actual operating cost of the kindergarten; For kindergartens that set the teacher's salary ratio in government subsidy funds, the government can increase the subsidy amount for kindergartens that exceed the prescribed ratio.

Through the purchase of incentive policies for teacher services, inclusive private kindergartens are guided to use more funds to improve teachers’ salaries, stabilize and enhance the quality of the teaching staff, and thereby improve the quality of kindergarten education.

  In addition, Liu Yan suggested that kindergarten teachers' "equal pay for equal work" should be included in the scope of preschool education supervision.

"Incorporating the improvement of preschool teachers’ wages and benefits and equal pay for equal work into the pre-school education supervision and evaluation index system, so that the central document truly becomes the “gospel” that benefits the vast number of preschool teachers."
