According to Vedomosti, the proposal of the Ministry of Digital Science is set out in the plan for the development of the information technology industry in Russia.

According to the initiative, foreign legal entities such as Facebook, YouTube, Instagram, Twitter, TikTok, etc., as tax agents, will be obliged to pay “tax for Russian bloggers from blog advertising revenue” to the Russian budget system.

Earlier, Airat Farrakhov, a member of the State Duma Committee on Budget and Taxes, expressed the opinion that it is necessary to regulate sales through social networks.

He named three reasons why it is necessary to strengthen control over trade on the Internet. First, gray trade violates the principles of healthy competition. Secondly, the state, which receives taxes, is interested in the legalization of trade. Thirdly, if the client of such a “free” seller receives a low-quality product, he will not be able to protect his consumer rights.
