March 09, 2021A few days' slide, at the beginning of next week, the first economic decree of the Draghi government: simulations, in-depth studies and a moment of confrontation in the maxi-majority will be needed to fine-tune the new support system - which from what emerged so far it looks a lot like the old refreshments - and how to spend the 32 billion extra deficit already authorized by Parliament.

Decree that could also put pen to paper the new postponement, announced by the Mef, for the digital tax that will be paid by May 16, while the declaration must be made by June 30.



If the system is shared, in fact, and ranges from work to aid to businesses to folders up to the refinancing of local authorities and health care, a summary, neither technical nor political, has yet been reached on the details of the individual interventions.

The first node is represented by indemnities for production activities: by abandoning the Ateco codes, the audience becomes much wider and a turnover limit to access is inevitable.

The simulations carried out so far also include professionals and adopt the 5 million ceiling, the one applied last year with the first non-repayable contributions of the Relaunch decree.

The calculations are being made to see to bring this threshold up to 10 million, and not to risk leaving out, for example, tourism activities which, even within the sphere of SMEs, exceed the 5 million limit in 'normal' times.



The mechanism currently provides for aid to those who have lost at least 33% in the comparison between the whole of 2020 and 2019 and 4 classes of compensation, divided according to turnover, ranging from 30% for the smallest (up to 100 thousand euros) at 15% between 1 and 5 million, with indemnities of a minimum of 1000 euros and a maximum of 150 thousand euros.

The business package could also include a new extension of liquidity support measures, such as loan moratoriums, but also an intervention on bankruptcy rules.



And in these hours, while we are discussing the threshold to be set for a new excerpt of the old folders that clog the collection warehouse (we are thinking about the limit of 5 thousand euros), we would also be considering whether to put in place a new suspension of payments in expires on 16 March, also waiting to decide how to use the fund created with the latest Ristori decree to reduce or cancel the payments of Irpef, Ires, Irap, VAT or contributions already blocked since the autumn for companies at a loss or forced to close in the orange and red areas.

The work package is also yet to be defined in detail, which between the renewal of the Cig, leave and allowances for seasonal workers and temporary workers should be worth around 10 billion.

Also possible new exceptions to the Dignity decree to allow the renewal of fixed-term contracts without indicating the reason.
