Concentrate on strengthening people’s livelihood security and other aspects.

  At 12 o'clock on March 8th, the presidium of the conference decides the deadline for proposals by representatives.

  According to statistics, more than two-thirds of the total number of proposals made by representatives through special investigations, concentrated inspections, or seminars and visits.

After preliminary analysis, most of the proposals put forward by the deputies this year are legal cases, with a total of 465 proposals.

Judging from the content of the bill, it mainly focuses on strengthening people’s livelihood security and social governance, improving the modern economic system, ecological environmental protection and green development, improving national institutions and functions, as well as legislation in the fields of public health and national security.

From the perspective of the legal department, the seven legal departments are involved. The administrative law and economic law are more involved, with 172 and 120 respectively, accounting for nearly 63% of the total.

From the perspective of legislative methods, in addition to the traditional legislative reform and abolition, there are also bills involving codification and legal clean-up.

Judging from the text of the bill, the cause of the case is relatively clear and specific. There are 242 legal cases with draft texts, which accounts for more than half of the total number of legal cases.

  Guo Zhenhua, deputy secretary-general of the Standing Committee of the National People's Congress and leader of the resolution group of the conference secretariat, said that the conference secretariat is stepping up to further carefully analyze the proposals received by representatives, and submit a report on handling opinions, which is submitted to the presidium of the conference for deliberation.

"As a specific measure to strengthen and improve the work of representatives, we will give written feedback to the representatives who put forward the proposal during this meeting. During this year, the relevant special committees of the National People's Congress will report to the National People's Congress in accordance with the law on the basis of careful deliberation.   At the same time, the conference secretariat received about 9,000 suggestions, criticisms and opinions from representatives on various aspects of work. Representatives suggested that more attention should be paid to the main issues: consolidating and expanding the results of poverty alleviation and comprehensively promoting rural revitalization; strengthening the comprehensive protection of intellectual property rights and enhancing the technological innovation capabilities of enterprises; strengthening the national strategic scientific and technological strength to complement the shortcomings of the industrial chain supply chain; advancing digital Social construction, creating a good digital ecology; solving the problems of seeds and arable land, ensuring food security; promoting green and low-carbon development, and continuously improving environmental quality; strengthening youth mental health education, building a high-quality education system; deepening the reform of the medical and health system, and accelerating the The development of medical characteristics; speed up the improvement of the old-age and nursery service system, and actively respond to the aging of the population.
