Based on the deliberations of the delegations, the draft amendments to the National People’s Congress Organic Law and the National People’s Congress Rules of Procedure were revised. The draft and the draft decision of the National People's Congress on improving the election system of the Hong Kong Special Administrative Region will be reviewed in a unified manner.

  According to the schedule of the Fourth Session of the 13th National People's Congress, on the morning of March 8, the delegations reviewed the draft decision of the National People's Congress on improving the election system of the Hong Kong Special Administrative Region.

The Bills Group of the Congress Secretariat collected and sorted out the opinions put forward by the delegates in a timely manner.

The opinions put forward by the delegates at the Constitution and Law Committee meeting, together with the previous deliberation opinions of the Standing Committee of the National People's Congress, were carefully studied one by one, and the draft decision was revised and improved.

  The members of the Constitution and Law Committee agreed that after the return of Hong Kong to the motherland, Hong Kong was re-incorporated into the national governance system. The Constitution and Hong Kong Basic Law together constitute the constitutional basis of the Hong Kong Special Administrative Region.

The electoral system implemented by the Hong Kong Special Administrative Region, including the method for selecting the Chief Executive and the Legislative Council, is an important part of the political system of the Hong Kong Special Administrative Region.
