19 December 2019Salvatore Buzzi, former Ras of the Roman cooperatives and key figure in the trial of the "Mondo di Mezzo", goes under house arrest after five years in prison.

This was decided by the third section of the Court of Appeal of Rome which accepted the request for release presented by Buzzi's lawyers, the lawyers Piergerardo Santoro and Alessandro Diddi.



Buzzi, through his lawyers, had asked for the revocation or replacement of the measure of detention in prison after the Supreme Court, on October 22, dropped the accusation of mafia-type criminal association.

Buzzi was sentenced in second instance to 18 years and 4 months.

After the decision of the Supreme Court for the other excellent convict in the Middle World investigation, the former Nar Massimo Carminati, the 41 bis, the harsh prison regime, was revoked.

Again as a result of the decision of the Supreme Court, nine entered prison in application of the 'Corruption sweep' law, which introduced "measures to combat crimes against the public administration and the transparency of political parties and movements".

Among them the former president of the Capitoline Assembly, Mirko Coratti, who must serve a residual sentence of 3 years, 7 months and 6 days of imprisonment and the former president of the X Municipality, Andrea Tassone, for a residual sentence of 3 years , 11 months and 16 days. 



Satisfaction was expressed by Buzzi's lawyers, Piergerardo Santoro and Alessandro Diddi.

"A strange and distorted page of Italian justice has been put to an end," they declared.

"The actual extent of the facts alleged against Buzzi has finally been recognized and therefore today it is right that the imprisonment be revoked. Never seen so much preventive prison for corruption offenses".

"A first instance was rejected a month ago, but a precise calculation of the terms of pre-trial detention made us predict that in just over a month and a half the measure would be extinguished and at this point we dared to re-propose house arrest to the Court of an appeal from Rome that welcomed them to us ". 



"Cesura with the past"


Salvatore Buzzi admitted the crimes of corruption, and this "conduct constitutes a sign of the break with the deviant past, a harbinger of social danger".

In addition, even the social cooperatives, which had been under sequestration for some time and once attributable to him, "were removed from any of his availabilities".

Furthermore, the criminal association of which he would have belonged together with the former exponent of Nar Massimo Carminati ceased on 2 December 2014, when the arrests were carried out, and therefore five years have passed since the date on which the associative bond ceased.

All this, for the third court of appeal of Rome which today granted house arrest to the 'ras' of the cooperatives, cannot fail to lead to a judgment of attenuation of the precautionary needs against Buzzi whose maximum custody terms will expire next January 16, 2020, a deadline that "logically leads us to believe that the restrictive measure has already concretely guaranteed all the precautionary needs identified in recent years. Its continuation would end up integrating a further punishment".
