Representatives of the National People's Congress, Intermediate People of Guangzhou City Chen Haiyi, President of the Juvenile Family Tribunal Division of the Court, pointed out that at present, some grassroots policemen have insufficient knowledge of the anti-domestic violence law and domestic violence issues, and relevant training should be strengthened.

  Fang Yan, deputy to the National People's Congress and vice chairman of the Shaanxi Lawyers Association, also said that to prevent domestic violence, it is necessary to eliminate the idea of ​​“family ugliness cannot be publicized” and to break the “law does not enter the house”.

The staff of some communities and public security organs still regard domestic violence cases as domestic affairs, and persuade the victims to turn away, making their rights protection cold.

  Chen Haiyi pointed out that if the grassroots police have a better awareness of anti-domestic violence work, on the one hand, they can remind and help the victims to collect evidence; at the same time, if they can issue warnings in time, they can usually effectively warn the perpetrators.

If the victim of domestic violence needs to apply for a personal safety protection order to the people's court, the warning letter is also a strong evidence for the court to determine the facts of domestic violence.

  There is still a process from the application to the issuance of the personal safety protection order. She suggested that after the public security organ issues a warning letter, some linkage mechanisms can be activated. For example, the community should pay close attention to the victim's family.

Through the early intervention of all parties, victims facing the threat of domestic violence can easily find resources for rescue.

  This year, a proposal of the All-China Women’s Federation suggested that “domestic violence” should be listed separately in the 110 alarm system as a special statistical indicator, and relevant case information should be registered; and a written warning-based handling method should be implemented. The situation is included in the statistical system of the public security organs.

The proposal emphasizes that this proposal aims to enhance the anti-domestic violence awareness and ability of grassroots public security officers through clear and specific indicators, and guide the whole system to do special anti-domestic violence statistics.

  In this regard, Fang Yan said that if special statistics can be made on domestic violence, it will facilitate a comprehensive understanding of the implementation of the anti-domestic violence law and provide a basis for the top-level design.

At the same time, it will also help strengthen grassroots law enforcement personnel's attention to anti-domestic violence work, and urge grassroots law enforcement personnel to standardize law enforcement.
