This year, many representatives and committee members put forward suggestions around children related to the word "see".

  Parenting is difficult, and it has appeared in the newspapers in recent years.

At present, there are more mothers raising children in China.

In response to the phenomenon of "widowed childcare", Lin Yong, a representative of the National People's Congress and a professor at South China Normal University, put forward suggestions on maternity leave for couples.

In its reply, the National Health Commission of China clearly "strives for realization first."

  Jin Li, a member of the National Committee of the Chinese People's Political Consultative Conference and deputy director of the Department of Economics and Management of Peking University, proposed to improve the paternity leave for men and incorporate the paternity leave system into the national legislative documents.

Leng Youbin, a representative of the National People's Congress and chairman of China Feihe, further suggested setting up paid parental leave for both spouses when the child is 0 to 3 years old.

  The purpose of the above-mentioned suggestions is to increase men’s joint parenting responsibilities, and to alleviate social discrimination against women in employment.

However, some commentaries question whether the maternity leave reform alone can encourage men to participate in childcare.

  In order to provide social support for family parenting, Leng Youbin’s proposal also includes the establishment of early childhood development service centers in communities and village collectives, encouraging and supporting social forces to provide affordable early childhood education services for reproductive families.

Xie Wenmin, member of the National Committee of the Chinese People's Political Consultative Conference and director of Hubei Shouyi Law Firm, suggested encouraging employers to provide childcare services for employees and "implement flexible measures such as flexible working hours and home office."

  When the word "watch" is pronounced as four tones, it means to see and see.

  A group called "Purple Ribbon Moms" is gradually being seen by more people.

Some have access rights but cannot visit their children, and some have custody rights, but the children are taken away or even hidden by the other party. These mothers who cannot see their children call themselves "Purple Ribbon Mothers."

  Some legal scholars have analyzed more than 700 judgments and rulings involving custody and visitation rights on the Chinese Judgment Document Online. About 11% of them have hidden children by one parent, and most of them have been implemented by the father.

In view of the fact that some judgments have not been made public due to the protection of privacy, or the court has not recorded the situation, the visits of minor children in marriage and family disputes are even more difficult.

  Chen Haiyi, deputy to the National People's Congress and head of the Juvenile Family Tribunal of the Guangzhou Intermediate People's Court of Guangdong Province, was deeply moved by handling the case.

She said that minors grow up under the influence of the extreme behavior of their parents, and the trauma is difficult to measure.

She also pointed out that although the law has a clear opposition to one party's acts of robbing and hiding children, and there are principled provisions, there are no supporting legal measures and clear legal consequences in judicial practice.

  Many representatives and members suggested that relevant laws and regulations should be improved as soon as possible.

NPC deputy and writer Jiang Shengnan called for the release of a judicial interpretation to clarify the illegal acts of snatching and hiding children.

  Wu Juan, a deputy to the National People's Congress and chief technician of the oil producer of Sinopec Shengli Oilfield, suggested that “robbing and hiding children” should be the legal cause of divorce and damages, and the behavior of the kid-robbing party should be included in the scope of “domestic violence”.

She mentioned that the court can issue personal safety protection orders.

  In January this year, the draft family education law was submitted to the 25th meeting of the 13th National People's Congress for deliberation.

Chen Haiyi suggested that we should seize the opportunity to include snatching and hiding under-age children and other acts of obstructing parenting and visiting into family education misconducts, and to legislate and regulate intervention measures.

She also stated in conjunction with the new regulations of the Civil Code that the civil affairs department should give reminders to couples who apply for divorce by agreement, and take their way of raising minor children as key considerations and mediation during the cooling-off period.

  In terms of "seeing" children, there are even more extreme cases where children are lost or abducted due to "not watching".

Zhang Baoyan, deputy to the National People's Congress and chairman of the "Baby Go Home" Volunteer Association, suggested that the prevention of abduction and other youth safety education should be included in the normalized teaching of the nine-year compulsory education.

  What needs to be pointed out is that whether you are nursing or visiting, the most important thing is that children from a small family to the whole society can truly take care of their children.

Because looking at the child is looking at the future, with hope.
