The government has simplified the rules for using maternity capital funds to improve housing conditions.

The corresponding decree was signed by Prime Minister Mikhail Mishustin, the document was published on the website of the Cabinet.

As explained in the government, the changes will affect cases when the funds of the capital are sent to compensate for the costs of the construction or reconstruction of a residential building.

Under the new rules, citizens will no longer need to provide information from the act of completed construction work to the Pension Fund for this.

Now the Russians will be satisfied with an extract from Rosreestr stating that the land plot and the house built on it are in their ownership.

"Since April 15, 2020, certificates for the capital are issued in an unreported manner - after the birth of the child, the document automatically comes to the mother's personal account on the portal of state services," the Cabinet of Ministers recalled.

The press service also drew attention to the fact that since 2021, the size of the mother capital has been increased to 483,882 rubles for the first child and 639,432 rubles for the second.

Young parents can use these funds to buy or build housing, pay for education, form the funded part of the mother's pension, or purchase goods and services for disabled children.

“Families with incomes below two living wages per person can spend their wages on monthly payments for their second child until he is three years old,” added the government.

On February 17, President Vladimir Putin, during a meeting with the leaders of the State Duma factions, promised to consider the idea of ​​giving families the opportunity to spend maternity capital on housing repairs.

Sergei Mironov, leader of the Duma faction "Fair Russia", addressed the head of state with a corresponding proposal.

As the deputy said, there are many letters from the Russians that families would like to spend the allocated funds for housing repairs, as well as for gasification and water supply.

In response, the President promised to think about the proposal.

“Unfortunately, we have a lot of fraud in this regard when cashing out mother capital.

And the more options for its use, the more loopholes for fraud.

But this does not mean that we should not think about how to use these resources more efficiently.

We will think about this too, ”Putin said.

Also in mid-February, the State Duma offered to pay maternity capital for a third child in regions with low fertility.

It was also proposed to pay payments to families with a fourth child and subsequent children in the event that they had not previously enjoyed the right to additional measures of state support.

Recall that in January 2020, Vladimir Putin, in his message to the Federal Assembly, said that Russia needs not only to get out of the demographic trap, but also "by the middle of the coming decade, ensure a steady natural growth in the country's population." 

In early March 2020, the president signed a law extending the maternity capital program until the end of 2026.

The document also states that matkapital will be paid to families in which the first child was born or adopted from January 1, 2020.

In addition, payments can be received by men who are the only adoptive parents of the first child, if the court decision on the adoption entered into force on January 1, 2020.

In addition, in September 2020, during a speech to members of the Federation Council, Putin announced that maternity capital would be indexed annually.

Over the past year, the Russian authorities have taken a number of measures to support families with children, including against the backdrop of the coronavirus pandemic.

So, last spring, the president proposed to double the size of the childcare allowance (up to 6,751 rubles).

Later, the State Duma adopted a corresponding law.

Vladimir Putin also recalled that from June 1, 2020, families where the income per family member is below the subsistence level can apply for a payment for children from three to seven years old. 

On September 2, Prime Minister Mikhail Mishustin signed a decree on the additional allocation of more than 34.3 billion rubles for payments to children of this age category.

You can make a payment by submitting an electronic application on the portal of public services, as well as with a personal visit to the MFC or social security authorities.

Also in September, the Russian government decided to pay 3 thousand rubles for unemployment benefits for each minor child.
