On March 7, a law came into force in Russia, allowing citizens of the Russian Federation to apply to the Pension Fund to include their work experience until January 1, 2020 in electronic work books.

The Ministry of Labor explained how not to lose seniority when switching to the digital version of the labor market.

"The law provides for the opportunity for citizens to apply to the PFR authorities with an application for the inclusion in their individual personal account of all information about labor activity for the periods of work until January 1, 2020", - quotes the text of the message "Rossiyskaya Gazeta".

As noted by lawyer Vadim Tkachenko, in order to transfer information about all work experience to electronic labor, you must personally contact any branch of the Pension Fund of Russia with a "paper" labor.

Recall that on January 1, 2020, the law on electronic work books came into force.

Digital versions are issued for first-time job seekers.

At the same time, citizens who are already employed had to inform the employer by the end of 2020 in what form they want to leave their work book.

As of December 2020, 4.2 million people applied for the choice of keeping a work book in electronic form.

At the same time, the digital version contains information about work experience only from the beginning of 2020.

In this regard, in February, the State Duma and the Federation Council approved a bill that makes it possible to fill the electronic work book with information for the period up to January 1, 2020.

After that, the document was signed by Russian President Vladimir Putin.

"In case of revealing a discrepancy between information about labor activity for the periods of work (professional service activity) after January 1, 2002 with the information of individual (personified) accounting recorded on an individual personal account, such information in the section" Information on labor activity "is included taking into account the The FIU verifies their completeness and reliability, ”the document said.

In addition, at the end of last month, "Rossiyskaya Gazeta" announced the intention of the Ministry of Labor from 2023 to update the "paper" versions of work books.

In this case, documents in the old format will be valid for an unlimited period of time.

In addition, the ministry plans to abolish a number of outdated regulations concerning work books and adopt a new procedure for processing and maintaining documents.

Retirement age

At the same time, there were reports in the mass media about the alleged plans of the Russian authorities to raise the retirement age.

A similar statement was made by the deputy from the Communist Party of the Russian Federation Valery Rashkin.

According to him, a group for the analysis of efficiency was created in the government, which came to the conclusion that the pension reform carried out is not enough to cover the deficit of the PFR.

“They will prepare more proposals to make the retirement age larger, and people simply did not live up to the due payments.

I suppose that they will put forward these proposals after the elections to the State Duma, ”he said in an interview with URA.RU.

In response to this, the press secretary of the Russian President Dmitry Peskov said that there was no such question on the agenda: "This is an absolutely wrong statement."

State Duma Speaker Vyacheslav Volodin also denied any discussion of raising the retirement age in the lower house of parliament.

He stressed that, on the contrary, recently discussed measures to support pensioners, including the indexation of pensions for working pensioners.

“It is not necessary in your striving for power to come up with problems, frightening people with them, especially older people.

Moreover, it is unacceptable for the deputies, who bear a special responsibility, ”the press service of the State Duma quotes Volodin.

Valery Ryazansky, Deputy Chairman of the Federation Council Committee on Social Policy, also refuted rumors about an alleged increase in the retirement age.

“This is an unconfirmed horror story, apparently connected with one thing - the approaching election campaign,” RIA Novosti quoted him as saying.

Recall that since 2019, amendments to the pension legislation have come into force on a phased increase in the retirement age, which will increase to 65 for men and 60 for women.

The transitional period of the pension reform will end in 2028.

Later, at a big press conference in 2019, Vladimir Putin ruled out that the issue of raising the retirement age could be discussed in Russia.

At the same time, the former Deputy Minister of Health and Social Development Alexander Safonov noted that, in addition to salary and insurance experience, the size of the future pension is influenced by the number of coefficients on the personal account with the Pension Fund and the amount of accumulated funds in the mandatory funded pension system.

“Fixed payments are paid to all citizens who have the minimum required work experience to receive an old-age pension.

An insurance pension is added to the fixed part, and everyone has their own one, ”the vice-rector of the Financial University under the government told Rossiyskaya Gazeta.

It is also possible to increase the size of the pension when participating in voluntary pension programs and if the person continues to work after reaching the retirement age.
