  As the "Basic Law" of the National People's Congress system, one of the highlights of this revision of the National People's Congress Organic Law is to include "full-process democracy" in it, adding provisions: "The National People's Congress and its Standing Committee adhere to full-process democracy and maintain close contact with the people. , Listen to the people’s opinions and suggestions, and always insist on embodying the people’s will and protecting the people’s rights and interests."

  What is full-process democracy?

In 2019, Xi Jinping, China's top leader, made this thesis when inspecting a grassroots legislative contact point.

  Xi Jinping said at the time: "We are following a path of socialist political development with Chinese characteristics. People's democracy is a whole-process democracy. All major legislative decisions are made in accordance with procedures, through democratic considerations, and through scientific and democratic decision-making. ."

  Some scholars believe that the "whole process" is manifested in the integrity of time, the integrity of content, the consistency of various departments, and the sufficiency of orderly political participation of citizens.

"Democratic elections, democratic decision-making, democratic management, democratic supervision and other links must not be missing" has become a prominent feature of socialist democratic politics with Chinese characteristics.

  This feature has been reflected in the work of the National People's Congress and its Standing Committee, the most typical being the contact point for grassroots legislation.

At present, the Legislative Work Committee of the Standing Committee of the National People's Congress has established 10 primary-level legislative contact points across the country.

  In China, NPC deputies are not a certain profession, but come from all walks of life.

There are currently nearly 3,000 NPC deputies in China. They reflect the opinions and suggestions of the people at the grassroots level through their centralized participation in the National People’s Congress.
