  The draft stated that we should pay close attention to "outside defense input and internal defense rebound", and do a scientific and effective normalized epidemic prevention and control.

Persist in the organic combination of normalized precision prevention and control and local emergency response to improve the ability to respond to emergencies.

  Specifically, continue to optimize normalized epidemic prevention and control measures.

Regard "foreign import prevention" as the top priority, strictly implement remote prevention and control measures, improve the port public health system, and fully cover overseas nucleic acid testing for entry personnel.

Strengthen the preventive and comprehensive disinfection of imported goods such as cold chain food, increase the inspection and investigation of personnel, environment, and articles in key places, and improve the national and provincial-level platform for the traceability management of imported cold chain food.

Scientifically promote the development, production, and use of vaccines to ensure safety and effectiveness.

Implement the requirements of the "four mornings" and further improve the treatment work.

Proactively release epidemic information to the public in a timely manner to ensure openness and transparency.

  In terms of accelerating the improvement of the national public health emergency management system, the draft stated that it will implement and improve the implementation plan of the public health emergency material guarantee system, the public health prevention, control and treatment capacity building plan, and strengthen the prevention and control materials and technical reserves.

Strengthen the construction of public health facilities, and improve the response plan system for public health emergencies.
