On March 5th, Liang Junyan, Chairman of the Legislative Council of the Hong Kong Special Administrative Region, passed the Legislative Council on the National People’s Congress’s “Decision of the National People’s Congress on Improving the Election System of the Hong Kong Special Administrative Region (Draft)”. The Secretariat made a statement stating that a sound electoral system can straighten out the constitutional order, build a peaceful and rational parliament, reduce unnecessary internal friction and contradictions, and ensure the stability and long-term development of "one country, two systems".

  The statement stated that the National People's Congress will review a draft on improving the election system of the Hong Kong Special Administrative Region, which involves amendments to Annex 1 and Annex 2 of the Basic Law, that is, the method for selecting the Chief Executive and the Legislative Council, and local legislation is also required in Hong Kong.

  The central government puts forward the principle of "patriots as the main body, Hong Kong people ruling Hong Kong", which is conducive to safeguarding national security and development interests. It also improves the political system in accordance with the actual conditions of Hong Kong. The principle of patriots governs everywhere.

  It is understandable and appropriate for the Central Government to improve Hong Kong's electoral system at the national level.

A sound electoral system can straighten out the constitutional order, construct a peaceful and rational parliament, reduce unnecessary internal friction and contradictions, and ensure the stability and long-term development of "One Country, Two Systems", which is conducive to the prosperity and development of Hong Kong society and the stability of citizens.

  The statement finally emphasized that Hong Kong has a broad political spectrum. The Central Government has always understood and tolerated the different opinions of Hong Kong society. It is believed that after the election system is improved, the Parliament can still have different voices.

When local legislation is carried out in the future, the Legislative Council will inevitably perform its constitutional functions as before and complete its deliberation work.
