  From the timeline to sort out the preparation process for the annual National People's Congress, the "first step" is the NPC Standing Committee meeting.

According to the rules of procedure of the National People's Congress, the National People's Congress is convened by the Standing Committee of the National People's Congress, and the draft agenda of the meeting, the draft list of the presidium and the secretary-general are proposed, and the list of participants and other preparations are decided.

Until this time, the agenda of the annual National People's Congress was "released".

  The preparatory meeting was followed by the first meeting of the presidium of the conference.

This meeting decides on the agenda of the conference, elects several executive chairman of the presidium, elects the executive chairman of the plenary meeting of the conference, decides on the candidates of the deputy secretary-general of the conference, appoints the spokesperson of the conference, and decides the method of the resolutions of the conference.

  Only by completing this step can the first press conference of the annual National People's Congress be held.
