On the 4th, the Supreme Law held a press conference to announce that the people's courts' one-stop multiple dispute resolution and litigation service system has basically been completed, marking the people's courts' litigation service has entered a new development stage of modernization.

  In order to allow ordinary people to "only enter one door, run at most once, and not run", the Supreme Court has proposed a major reform deployment of one-stop multiple dispute resolution and litigation service system construction.

  At the meeting, Qian Xiaochen, President of the Supreme Court's case filing division and director of the Litigation Service Center, introduced that in 2020, courts across the country will accept 10.8 million online cases on file, accounting for 54% of the first-instance cases.

Online case filing applications submitted by parties during non-working hours accounted for 23.6% of all online case filing applications; non-working day case filing applications accounted for about 10% of online case filing applications, realizing "zero distance" in case filing services "Do not close" "Do it at your fingertips."

  Qian Xiaochen pointed out that in 2020, the nationwide courts will achieve 100% full coverage of multiple dispute resolution zones, online mediation rooms, and automatic diversion of complex and simplified streams.

6.9327 million cases were tried through expedited judgment and expedited trial, and the first-instance judgment rate reached 95.5%.

The average trial period is 36 days, which is less than half of the average trial period of first-instance civil and commercial cases.

The one-stop multi-discipline settlement pattern with Chinese characteristics that combines online and offline has basically taken shape, and it will more timely and effectively protect rights and safeguard justice on the track of the rule of law.

  Qian Xiaochen said that with the in-depth integration of scientific and technological innovations such as big data and artificial intelligence with litigation services, litigation services are entering a more convenient, transparent, and efficient "smart era", striving to make the people full time, space, and full process. "One network handles all litigation matters."

  In addition, Qian Xiaochen mentioned that all 3,501 courts across the country have launched the China Mobile Micro Court Mini Program, and are interconnected with the people’s court mediation platform, security platform, entrusted appraisal platform, as well as the trial process and litigation fee payment systems of local courts. The public service portal provides 29 online litigation services for the parties, including case filing, inquiry, payment, mediation, court hearing, preservation, and entrusted appraisal.

Among them, the core functions such as case registration, contact with judges, evidence exchange, matter application, multi-party video, mediation, court hearing, preservation application, entrusted appraisal, and intelligent question and answer are 100% online in the fourth-level courts.

  Qian Xiaochen also pointed out that in order to solve the inconvenience of mass litigation in different places, the People's Court has fully realized online case filing, and after a year and a half of continuous efforts, it has achieved full coverage of the four-tier courts for cross-domain case filing. Relying on the Supreme Court, the High Court, the Intermediate Court, the grassroots courts and more than 10,000 people’s courts connected to a "case filing collaboration network", to provide the masses with a case filing service of “receiving in different places and handling without discrimination”.
