The federal government and the prime ministers of the federal states have agreed on a step-by-step plan that aims to gradually relax part of the pandemic measures.
The result is a plan that looks simple at first glance, but becomes more and more complex on closer inspection.
In addition, whether the opening plan is followed is the responsibility of the countries that have to implement the measures.
For example, Saxony's Prime Minister Michael Kretschmer (CDU) announced that his federal state would take a different path, relying on “caution and a system of secure contacts”; other federal states will also deviate from their plans, according to announcements made by their prime ministers.
This plan is currently divided into
five opening
steps,
each of
which is divided again
from the third stage
into regions with 7-day incidences of less than 50 new infections per 100,000 inhabitants and between 50 and 100 new infections.
Regions with a stronger infection rate are excluded from further opening steps for the time being.

LEVEL ONE:
In effect since March 1st.
Nationwide,
hairdressers
are allowed
to cut hair again,
schools and daycare centers are
gradually opening.
Individual federal states also decided to open further regional openings, for example garden centers.
LEVEL TWO: Effective
March 8th.
The
ban on contact
is restricted, from now on two households of up to five people can meet again, children under the age of 14 are not included.
Bookstores, flower shops and garden centers
should now be part of the retail trade for daily needs nationwide and should therefore be allowed to open.
More customers are allowed in larger shop areas.
In addition, so-called
body
-
hugging services
such as massages or cosmetic studios should be allowed again.
What exactly is meant can differ from country to country.
Lessons in
driving and flight schools
should also start again.
Customers must present a daily quick test or self-test if they cannot keep the mask on at their appointment (for example for cosmetics or shaves).

STAGE THREE:
Comes into force from March 8th at the earliest and will occur very differently depending on the infection

The prerequisite is a
stable 7-day incidence of less than 50 new infections per 100,000 inhabitants
.
Then
further openings nationwide or regionally
in retail stores, museums, galleries, zoos, botanical gardens and memorials are possible.
A maximum of 10 people should be allowed to do sports together in the fresh air without contact.
If, on the
other hand,
the
incidence
is
more than 50 new infections
on three consecutive days,
or if the incidence is stable or falling
below 100
: retailers as well as museums, galleries, zoos, botanical gardens and memorials can make appointments for shopping or visits.
A maximum of five people from two households can play sports together outside.
For children up to 14 years of age, a group of up to 20 is allowed.

STAGE FOUR:
From March 22nd at the earliest, the prerequisite is a 7-day incidence that has not worsened in the third stage for 14 days.

If the
incidence
remains
stable below 50 new infections
, outdoor
restaurants
, theaters, concert and opera houses and cinemas can open.
Contact-free sport inside, contact sport outside allowed.
However,
if
the
incidence
is
more than 50
on three consecutive days
or the
incidence is stable or falling
below 100 new infections,
further easing is only possible in connection with a daily quick test or self-test: Opening of outdoor catering with appointment booking.
A daily Covid-19 test is necessary if several households share a table, for visiting theaters, concert halls, opera houses and cinemas.
The same goes for non-contact sports indoors or contact sports outdoors.
STAGE FIVE:
April 5th at the earliest and only if the fourth step has not increased the incidence again.
If the
incidence
remains
stable below 50 new infections
, outdoor leisure events can take place again for up to 50 participants.
Contact sports are then also possible indoors again.
If the
incidence
on three consecutive days
is more than 50 or the
incidence is stable or falling
below 100 new infections
, the retail trade is still allowed to reopen with one customer per 10 or 20 square meters of sales area (previously, the date shopping rule applied to these incidence values) .
Contact sports are still only possible outdoors.
However, the daily compulsory test does not apply.
Circles that are above the limit of 100 new infections per 100,000 inhabitants in one week are meanwhile in lockdown.
Further steps such as travel and hotels are to be decided at the Prime Minister's Conference on March 22nd.
