"Artificial intelligence has touched all aspects of human life, and the risks it faces are becoming more and more severe, but you can't stop eating because of choking." Regarding the relationship between the development of artificial intelligence and risk, member of the National Committee of the Chinese People's Political Consultative Conference, Chairman of the Jiangxi Association for Science and Technology, and Jiangxi Provincial Committee of the Peasants and Workers Party Chairman Shi Ke said in an interview with a reporter from China News Agency recently.

On March 1, Shi, a member of the National Committee of the Chinese People's Political Consultative Conference, chairman of the Jiangxi Association for Science and Technology, and chairman of the Jiangxi Provincial Committee of the Peasants and Workers Party, was interviewed by a reporter from China News Agency.

Face recognition, speech synthesis, automatic driving...In recent years, artificial intelligence based on algorithms and data has developed rapidly, profoundly changing people's production and lifestyles in all aspects.

"Nowadays, many communities enter into face recognition. I have seen robots that deliver food in hotels." Shi Ke said that with continuous technological breakthroughs, artificial intelligence has become more and more widely used in all walks of life.

Artificial intelligence is the "head goose" that will drive a new round of technological revolution and industrial transformation.

As early as 2017, the State Council of China issued the "New Generation Artificial Intelligence Development Plan", which promoted the development of "artificial intelligence" to the national strategic level.

According to data from the monitoring platform of the China Academy of Information and Communications Technology, as of October 2020, there are nearly 5,600 artificial intelligence companies in the world, and nearly 1,450 in China.

In 2020, the scale of the global artificial intelligence industry will be 156.5 billion U.S. dollars, and the scale of China's artificial intelligence industry will be about 310 billion yuan.

However, as a highly permeable and practical new technology, while artificial intelligence injects new momentum into economic and social development, it also brings ethical and legal challenges.

In Shi Ke's view, the application of artificial intelligence is still in the exploratory stage, and safety cannot be fully guaranteed.

"Especially when artificial intelligence is used in areas directly related to personal safety, such as autonomous driving, medical treatment, industrial control, etc., it is prone to personal injury and death."

He also believes that the current supervision of artificial intelligence is still relatively lagging, far behind the speed of application implementation, there are fewer relevant laws and regulations, compliance requirements are relatively vague, and regulatory uncertainty is an important risk facing enterprises.

How to view the development and risks of artificial intelligence?

Shi Ke bluntly said that he should not give up food because of choking. Whether it is an artificial intelligence solution provider, application deployer or user, he should pay attention to the risks of artificial intelligence.

It is necessary to continuously promote technological innovation, by improving relevant legal provisions on the basis of existing laws, gradually establishing and improving the construction of artificial intelligence legal norms, and creating a governance structure in which multiple entities participate in "government guidance, social coordination, industry self-discipline, and enterprise autonomy", etc. Diversified means to solve risks and avoid risks, and jointly promote the sound development of artificial intelligence.

Artificial intelligence applications often need to be supported by massive amounts of personal information, and the risk of privacy leakage behind them has also attracted widespread attention from the society.

Shi Ke suggested that the management of data collection and storage should be strengthened, and regulations should be made on the collection and use of personal core information and data by various departments and institutions on the basis of legislation; the supervision of different artificial intelligence applications should be strengthened, and the management of the public should be strengthened. Artificial intelligence applications to establish an effective supervision mechanism.
