On the former barren rocky hills, the Guangxi Fufeng Agriculture and Animal Husbandry Group, a leading agricultural enterprise introduced by the Guangxi District Committee of China Democratic National Construction Association, invested 160 million yuan (RMB, the same below) to build the largest breeder farm in Guangxi, which is under construction. It produces hundreds of millions of chicken fry, which can provide more than 200 jobs for the local area and drive 3,000 farmers to carry out large-scale breeding.

This project was regarded by Qian Xueming, member of the National Committee of the Chinese People's Political Consultative Conference and vice chairman of the Guangxi Zhuang Autonomous Region's Political Consultative Conference, as an important guarantee for Dongxin Village to consolidate and expand the poverty alleviation achievements and effectively connect with the rural revitalization, so that the foundation for poverty alleviation is more stable and the effect is more sustainable.
As early as 2012, the Guangxi District Committee of the China Democratic National Construction Association, where Qian Xueming served as the chairperson, paired up to help Dongxin Village.
In the past 8 years, the Guangxi District Committee of the China Democratic National Construction Association has selected 5 specialists to carry out village assistance work, and injected more than 41.94 million yuan into Dongxin Village through various channels, helping Dongxin Village to successfully develop its characteristics represented by large-scale chicken farming. Located in the rocky desertification area of Yunnan, Guizhou and Guizhou, Dongxin Village is one of the 1,490 deeply impoverished villages in Guangxi, with a poverty incidence rate of 44.6%.
There is no arable land, lack of water, and stone mountains everywhere.
Such geographical conditions are most suitable for the development of large-scale chicken farming.
In 2014, the Guangxi District Committee of the China Democratic National Construction Association provided a subsidy of 15,000 yuan per household for farmers willing to raise chickens in Dongxin Village. Su Ninghua, the former deputy director of the village committee, used the bonus funds and self-raised funds to invest 100,000 yuan to build a 10,000-feather class. Farm, and docking cooperation with the leading enterprise Fufeng Group.
He sold 20,000 broilers that year and achieved a profit of 80,000 yuan.
"In the practice of poverty alleviation for many years, we have found that many poor areas have small-scale agricultural development, low degree of organization, poor development conditions, weak capacity, and lack of confidence. We decided to copy Suninghua’s experience and encourage more villagers to participate in chicken raising. Industry." In the next few years, Qian Xueming would go to Dongxin Village every year on the first day of the Lunar New Year to mobilize returning migrant workers to stay in his hometown to participate in chicken raising. The professional chicken farmers in Dongxin Village quickly developed to more than 50 households. They rely on their own ability and The economic advantage forms a certain prestige in the local area.
In April 2016, the Guangxi District Committee of the China Democratic National Construction Association supported the establishment of a professional chicken farming cooperative in Dongxin Village, with Suninghua serving as the chairman.
Subsequently, the local township government established Suninghua and other 5 professional breeding experts as "leaders of entrepreneurship and wealth," and signed purchase services with them to encourage them to lead and help more people develop the breeding industry.

Qian Xueming called the aforementioned model the "capable person effect."
This model was later comprehensively promoted by Guangxi officials and was named "Able Man Leading Project".
Relying on industrial projects such as chicken raising, duck raising and nut planting, as well as the demonstration, guidance and driving of "capable people", the face of deep poverty in Dongxin Village has been fundamentally reversed.
In 2020, Dongxin Village will achieve a large-scale industry output value of 65 million yuan, the per capita income of poor households will exceed 11,000 yuan, and the collective income will exceed 650,000 yuan.
Today, Dongxin Village has a chicken industry demonstration park, and has established three industrial bases for chicken breeders, meat duck breeding, and macadamia seedlings. Three leading agricultural companies and two banking institutions are stationed in this remote mountain village.
The increasingly prosperous Dongxin Village implemented village road reconstruction, installed solar street lights, built water conservancy projects, and opened a unique "Parents Canteen" to provide free lunches for more than 110 elderly people over 60 in the village.
"I go to the cafeteria every day to get food and eat with my 90-year-old mother. We have experienced one of the best times." Su Jinying, a villager in Dongxin Village, told reporters.
The practice of Dongxin Village greatly inspired Qian Xueming's confidence.
He said that the current assistance work has entered the stage of rural revitalization.
Rural revitalization is not a new start, but on the basis of poverty alleviation, with more powerful measures and gathering more powerful forces, to promote high-quality and efficient agriculture, livable and workable rural areas, and rich farmers.
Qian Xueming believes that the fundamental way out for agriculture, rural areas, and farmers lies in improving the organization of farmers and cultivating modern agricultural industrial workers.
Rural revitalization needs to continue to explore and continue the discovery, training, and use of the work path of "capable people" formed during the era of poverty alleviation, and guide them to set up specialized agricultural service organizations to achieve the primary task of industrial prosperity.

Regarding the prospects of Dongxin Village, Qian Xueming expressed his expectation: "Dongxin Village already has the conditions for a thriving industry and a prosperous life.
