Hamburg's mayor Peter Tschentscher warned against careless openings after the Prime Minister's Conference.
“We mustn't risk a third wave,” said Tschentscher on Wednesday evening.
One has to proceed with caution and set a cautious framework.
"Because of the opening, even more discipline is necessary."
Tschentscher remains skeptical
"Every opening step that we take is accompanied by precautionary measures, especially rapid tests," said Tschentscher.
"I stick to my skeptical attitude that we cannot yet evaluate the proportion of mutations in virus cases."
The federal and state governments had previously agreed to extend the lockdown to March 28.
The prime ministers had agreed to bind the opening steps to the seven-day incidences 50 and 100.
With its incidence between 50 and 100, Hamburg is in the second category and is therefore opening up more cautiously.

The first easing should come into effect in Hamburg on Monday.
The possibilities for private get-togethers with friends, relatives and acquaintances are expanded again: private get-togethers between one's own household and another household are possible, but limited to a maximum of five people.
Children up to the age of 14 do not count, couples are considered household items.
For this purpose, further opening steps are planned step by step, depending on the location of the incidences.

The Hamburg daycare centers will go from emergency to limited regular operation on March 15th.
For better infection protection, two corona rapid tests per week are provided for daycare workers.
In a four-week start-up phase, the tests are provided by the city free of charge, after which the daycare providers are responsible.
Next round on March 22nd
Mayor Tschentscher said that travel, gastronomy and hotels will be discussed in the next Prime Minister's meeting on March 22nd.
On April 4th at the earliest, there could be outdoor events with up to 50 people.
Opposition leader Dennis Thering (CDU) commented on the negotiations: “That Hamburg continues to rely on caution in the implementation is expressly correct, since the British virus mutant is unfortunately spreading further in Hamburg.” It is now important that the federal government and the states do their homework.
Tomorrow, Thursday, the Senate will discuss the results of the MPK, but they will closely follow the decisions of the MPK, said Tschentscher.
