(Two Sessions Express) From privacy to the rights and interests of the elderly, Guo Weimin responds to "the question of the double-edged sword of science and technology"

China News Service, Beijing, March 3 (Reporter Chen Xiaoyuan) Technology is a double-edged sword. How can personal information be prevented from being misused in the digital age, and how can the elderly enjoy convenience in the age of intelligence?

At the press conference of the Fourth Session of the 13th National Committee of the Chinese People's Political Consultative Conference held on the 3rd, the spokesperson of the conference Guo Weimin responded to two hot topics of concern to Chinese society.

How to protect privacy in the "face era"?

Affected by the new crown pneumonia epidemic, "face cleaning" has become a problem that many people have to face in the past year. In particular, excessive collection of personal information can easily lead to risks.

How to prevent personal information from being misused?

Guo Weimin said that with the widespread use of big data, artificial intelligence, and new Internet technologies, privacy protection and personal information security issues have become increasingly prominent, and some personal information has been illegally acquired, leaked, abused, and even reselled, which has aroused people’s concerns. .

The members of the CPPCC believe that how to effectively regulate the collection, storage, and use of personal information in accordance with laws and regulations such as relevant institutions and Internet companies is very important to effectively protect the security of personal information.

To this end, the Central Cyberspace Administration, the Ministry of Industry and Information Technology, the Ministry of Public Security, the State Administration of Market Supervision and other departments have carried out relevant work, including formulating relevant national standards and regulations, guiding and urging enterprise platforms to implement personal information protection obligations, and carrying out special governance for APP illegal collection and use of personal information. ; Strengthen management of the use of public security video surveillance, face recognition and other means.

At present, the draft personal information protection law has been submitted to the Standing Committee of the National People's Congress for deliberation. The promulgation and implementation of this law will play an important role in protecting the security of personal information.

Guo Weimin introduced that last year the National Committee of the Chinese People's Political Consultative Conference held a special online conference on "Strengthening the Protection of Personal Information in the Big Data Era" and a bi-weekly consultation forum on "Science and Technology Ethics and Legal Issues in the Development of Artificial Intelligence".

"The committee members believe that it is necessary to intensify the rectification work, strictly implement various document specifications, speed up the improvement of the legal system, further strengthen supervision and law enforcement, and severely crack down and punish violations of personal privacy and personal information security; Take a series of measures to speed up the construction of a "firewall" for personal information security, so that personal information is safe and the public is satisfied." Guo Weimin said.

How to protect the rights and interests of the elderly under the "digital divide"?

Smart products such as mobile phones have facilitated the lives of most people, but how to make the elderly facing the "digital divide" enjoy happiness in the era of intelligence continues to arouse discussions.

In Guo Weimin's view, the problem of aging and the use of smart devices by the elderly is indeed a real problem facing Chinese society today.

He said that many committee members believe that the popularization and application of smart technology has brought convenience to people's lives, but it also brings troubles and problems to some elderly people.

The recent emergence of elderly people having difficulty in using smart devices has exposed the problem of "intelligent technology advancement and insufficient humanized services" in some places.

The General Office of the State Council of China issued a document in November last year, proposing specific measures around 7 common issues related to the daily life of the elderly, such as travel, medical treatment, and consumption, and strive to solve the problem of the elderly’s difficulties in using smart technology.

CPPCC members in related fields also actively participate in assisting the elderly to integrate into the smart society.

Guo Weimin pointed out that at present, some public places in China no longer use the "health code" as the only pass, and can also enter by registering an ID card.

Some hospitals set up special windows for registration and fees for the elderly to facilitate medical treatment.

The problems faced by the elderly in the intelligent age are gradually alleviating.

He said that this year the National Committee of the Chinese People's Political Consultative Conference will "actively respond to the aging of the population and promote the balanced development of the population" as a key consultation plan, and will organize CPPCC members to conduct in-depth research and discussion to provide reference for government decision-making.

The committee members hope that the whole society will take action to actively provide convenience for the elderly; at the same time, they hope that young people will communicate with the elderly more and help the elderly enter the smart circle and integrate into modern life.

"In the era of intelligence, one cannot be less."
