[Explanation] The issue of children's sexual assault has received widespread attention in recent years.

On March 2nd, the 2021 “Girl Protection” National Congress of Representatives of the Two Sessions was held in Beijing. Representatives and industry insiders discussed the construction of child sexual assault prevention mechanisms.

[Concurrent] Fang Yan, deputy to the National People's Congress and vice chairman of the Shaanxi Lawyers Association

Our criminal compensation is accompanied by civil compensation, but economic losses do not include mental losses.

The proposal I put forward this year (2021) is to include mental damage compensation into the criminal and civil civil compensation for minor victims.

The development of economy and technology has indeed brought convenience to our lives, objectively it has also provided convenient means for crimes, especially the online sexual assault of young people (phenomenon).

Therefore, we should follow up with technical means in time for criminal acts. Especially for the punishment, crackdown and prevention of criminal acts of sexual assault on minors, I think we must use network means and technical means to improve our capabilities.

[Explanation] In addition to advocating that the law severely punish perpetrators, it has also become the consensus of the guests to let children improve their awareness of self-protection.

Zhang Baoyan, deputy to the National People's Congress and chairman of the "Baby Go Home" Volunteer Association, said that education on anti-trafficking and child sexual assault should be included in the nine-year compulsory education system.

My proposal for the two sessions this year (2021) is to include the prevention of trafficking and the prevention of child abuse into the nine-year compulsory education system, organize experts in different fields of legal education and public welfare, and develop textbooks based on different cases in the past as a compulsory course for primary and secondary school students. Lessons, so that all children know what risks need to be guarded against in the process of growing up.

After encountering these risks, how to help yourself and how to ask the society for help?

Move the front of preventing risks further.

[Explanation] The newly revised "Minor Protection Law" will come into effect on June 1, which stipulates that "schools and kindergartens should provide age-appropriate sex education for minors. The term "sex education" was written for the first time Entered into Chinese law. Song Wenzhen, Inspector of the Office of the Women and Children Working Committee of the State Council, believes that this revision is of great significance.

It means that sex education should be an important part of school education, and receiving sex education should also be a student's right.

How will sex education be carried out in the future?

First, first, change our concepts; second, how do we understand sex education, mainly that our comprehensive sex education should include life, human rights, social culture, social interaction, gender awareness, gender equality... It is an all-round sex education. Education; the third aspect is to ensure that schools can offer sex education courses.

There is also that we need to have teaching materials and corresponding teachers, so we need to train teachers.

[Explanation] Participants generally believed that the gradual improvement of laws and regulations related to child protection provided strong support for the prevention of child sexual assault.

Once infringement occurs, the legal aid system should cooperate with other multi-professional services to maximize the protection of children's rights.

[Concurrent] Zhang Xuemei, Director of the Unprotected Committee of the All China Lawyers Association and Executive Director of the Beijing Youth Legal Aid and Research Center

Once child sexual assault occurs, its needs are diverse and multifaceted, and legal aid is only one of them.

At the very least, legal aid has basic institutions from the state to the local level, as well as the design of the system to provide basic services. Is there such a mechanism for psychological aid?

For example, the information exchange and sharing between the public, procuratorate and judicial departments can maximize the effect of legal aid. At the same time, in order to maximize the protection of children's rights, legal aid should have such a cooperative mechanism with other multi-professional services.
