Five years of piloting the "sixth insurance" of social security!

How's the effect?

Can we rely on it for the elderly →

At present, the proportion of elderly people in Chinese society is increasing. Once accidents or diseases cause inconvenience, they need to be taken care of, and long-term care insurance has emerged as the times require.

In 2016, my country started relevant pilot projects. After so many years, what has been the effect and what problems have been solved?

Professional Nursing Reduces Family Burden and Long-term Care Insurance Pilot Five Years Popular

Shen Guiying from Nantong, Jiangsu, is 97 years old. She suffered a fracture in 2017 and was bedridden after a fall.

Her daughter Shen Nianying has been taking care of her at home, but she herself is almost 70 years old, and sometimes she can't do her best.

Soon after, she heard that her mother could apply for long-term care insurance, so she went to the local medical insurance bureau. After the staff came to find out, she gave her mother a severe disability rating.

After that, professional nursing staff will come three to four times a week to give professional care to her mother.

Shen Nianying, a citizen of Nantong City, Jiangsu Province: Cut nails, measure blood pressure, haircut, wash feet, and take a bath.

Shen Nianying told reporters that mothers now pay 400 yuan of medical insurance and 30 yuan of long-term care insurance every year, and can enjoy one-hour nursing care 3 to 4 times a week. The local medical insurance bureau also has an annual subsidy of 8,000 yuan for nursing beds, Purchase and lease of various auxiliary equipment such as mattresses and diapers.

Shen Nianying expressed that he was satisfied with the long-term care insurance, but at the same time he hoped to increase the frequency and duration of care.

Long-term care insurance is called the "sixth insurance" of social security. Compared with health insurance to solve the cost of treatment, long-term care insurance focuses on the basic living care and medical care of disabled persons.

Pilot projects will be conducted in 15 cities including Shanghai, Suzhou and Nantong in 2016, and the second round of pilot projects will start in 2020.

The pilot is led by local medical insurance bureaus, and is specifically undertaken by commercial insurance companies. Funds are raised from medical insurance funds, enterprises, and individuals, and the standards vary from place to place.

Zhang Bing, director of the Nantong Medical Security Bureau, Jiangsu Province: There are many. Those who used to receive long-term hospitalization in hospitals can be transferred to institutions for long-term care, saving a lot of medical insurance funds.

Xiaowei born in the 90s: Being a caregiver, taking care of the elderly, comforting loneliness

The long-term care insurance has been piloted for nearly five years. At present, it is mainly home care, supplemented by institutions, which has brought convenience to many families and warmth to many elderly people.

However, there are also some bottlenecks, such as the shortage of caregivers. Large cities with large migrant populations are relatively better, and the shortage of small cities is more pronounced.

The reporter's investigation found that this situation is improving. With the change of concept, many post-90s have begun to join the ranks of caregivers.

Xiao Wei, a caregiver in Shanghai, told reporters that she has been a caregiver for more than half a year. She wakes up at 5:40 in the morning and finishes at around 5:30 in the afternoon. She serves seven or eight orders a day. too much.

Xiao Wei said that he is very satisfied with his current monthly income of seven to eight thousand yuan. Compared with working in rural areas in Tonghua, Jilin, he is not tired from work. He was born in 1992 and is less than 30 years old.

Some people feel that being a caregiver is too hard and tiring. Why do you do this at a young age, but since I was a child I like to be with the elderly, feel that the elderly need themselves, and I am very happy to do it myself.

It is understood that in the institution where Xiaowei is located, three years ago, the caregivers were basically 50 years old or older, but at present, the proportion of young people under 40 years old is close to 10%.

According to industry insiders, many elderly people are lonely because their children are not around. They generally like young people and feel like their grandchildren, so they will be more cordial. The industry also calls on more young people to change their minds and join the ranks of caregivers.

Gan Weimin, chairman of Ping An Annuity Insurance: He not only needs to be the physical care of the care recipient, but I think he needs to be more of a provider of spiritual comfort.

The commercial operation of nursing care for 40 million disabled people in China is a trend

As the elderly population continues to increase and the demand for long-term care insurance continues to increase, after so many years of piloting, is it possible to promote it in an all-round way? What are the current difficulties and how to overcome them?

In 2016, long-term care insurance was piloted in 15 cities including Shanghai, Changchun, Suzhou, and Ningbo. Due to the different situations in each region, the coverage of the population, financing mechanism, evaluation criteria, and enjoyment of benefits are also different.

In general, a diversified financing mechanism has been initially established, and the coverage of the population has gradually extended from the employee medical insurance to urban and rural residents, and the funds in various regions have been operating smoothly.

Gan Weimin, Chairman of Ping An Annuity Insurance: The government's financial subsidies, personal contributions, and our medical insurance co-ordination and other funding channels have realized multiple sources of funds.

However, from the point of view of the pilot project, due to differences in the degree of aging and financial strength in various regions, the identification of disabled persons, the amount of treatment payment, the content of nursing services, and the training of service personnel cannot be unified, which has brought inconvenience to some residents in the elderly. .

For example, in the Yangtze River Delta, population flows are frequent and there is a large demand for elderly care in different places, but it is difficult to settle accounts in different places if the standards are not uniform.

Starting from January 2021, eligible elderly insured persons in the Shanghai area can apply for remote registration and filing to realize the enjoyment of long-term care insurance in remote chain elderly care institutions, but full liberalization still requires continuous exploration.

Zhang Bing, director of the Nantong Medical Security Bureau, Jiangsu Province: We are actively researching together with some cities in the Yangtze River Delta, striving to be able to enjoy the same quality of services in different places.

Statistics show that as of the end of 2019, my country has a population of 254 million people aged 60 and over, and more than 40 million disabled people. Insufficient long-term care security for disabled people has become a social problem that needs to be solved urgently.

According to industry insiders, long-term care insurance has huge demand and development potential and is expected to become an independent type of insurance. Next, the mechanism needs to be further improved, and the government's top-level design and the participation of social forces are needed to benefit more people.

Wang Guangjian, executive deputy general manager of China Pacific Insurance Life Insurance: Through social forces, social resources, market-oriented tools, and market-oriented resources, we can do a more efficient resource allocation, so that nursing insurance can truly benefit more people.
