Yang Wanming, vice president of the Supreme People’s Court of China, serves as the director of the Juvenile Court Office of the Supreme Court.
He said that this place is mainly responsible for the overall planning and guidance of juvenile trials, participating in the management of juvenile cases, and coordinating the development of itinerant trials of juvenile cases.
As early as 1984, the Changning District Court of Shanghai established China's first collegiate panel to deal with juvenile criminal cases.
Recalling the contribution of juvenile courts to protecting the legal rights of minors and preventing and correcting juvenile delinquency, Yang Wanming said that education has saved a large number of misplaced minors and promoted the development of a juvenile justice system with Chinese characteristics.
From 2016 to 2020, courts across the country heard 24,035 criminal cases involving trafficking, child molestation, organizing child begging and other violations of the legal rights and interests of minors, and punished 24,386 criminals. People’s courts at all levels across the country concluded the first instance involving minors’ upbringing, There were more than 1.2 million civil cases involving guardianship and visits.
Some observers said that due to various factors, specialized juvenile courts have shrunk in recent years, and there are also problems such as unclear division of labor between juvenile trials and criminal and family trials.
Yang Wanming said that after the establishment of the Supreme Law Juvenile Court Work Office, it will organize and implement a number of tasks, including adhering to the professional development direction of juvenile trials, coordinating the work of juvenile courts across the country, strengthening investigations and research on juvenile cases, and strengthening the treatment of minors Analysis and judgment of the characteristics and situation of individual cases.
