China News Service reporter Zheng Xiaohong and Tang Guijiang

On March 1, Li Qingquan, a representative of the National People’s Congress and President of Shenzhen University, who is about to go to Beijing to participate in the National People’s Congress and the President of Shenzhen University, was interviewed in Shenzhen. He will submit suggestions to the conference. One of them is to actively speak out on the issue of how to promote the development of higher education in the Greater Bay Area. .

He suggested that under the development framework of the Guangdong-Hong Kong-Macao Greater Bay Area, actively promote higher-level two-way exchanges and cooperation in higher education between the Mainland and Hong Kong.

Li Qingquan said that higher education exchange and integration is an important part of the construction of the Guangdong-Hong Kong-Macao Greater Bay Area. The "Outline of Development Plan for the Guangdong-Hong Kong-Macao Greater Bay Area" proposes to "strengthen multicultural exchanges and integration" and proposes a number of tasks and measures.

For example, "support Guangdong, Hong Kong and Macao universities to cooperate in running schools, encourage joint construction of advantageous disciplines, laboratories, and research centers", encourage universities in the three places to explore mutual recognition of specific course credits, implement more flexible exchange arrangements, and share and transform scientific research results. Cooperation and exchanges and so on.

Since the return of Hong Kong, with the interactive development of social, economic, cultural and education in the two places, the ties between universities in the two places have continued to deepen.

In recent years, especially with the support of the national strategy of the Guangdong-Hong Kong-Macao Greater Bay Area, the speed of higher education exchanges and cooperation between the two places has been significantly accelerated, and the depth and breadth have been continuously expanded. For example, a number of Guangdong-Hong Kong-Macao joint laboratories have been established with universities as the main body; The Guangdong-Hong Kong-Macao University Alliance; universities in the two places have signed inter-school cooperation agreements in scientific research cooperation, academic exchanges, mutual enrollment, professional construction, curriculum development, practical teaching, innovation and entrepreneurship, and teacher training.

An important manifestation and landmark development of the continuous deepening of exchanges and cooperation between the Mainland and Hong Kong in higher education is that Hong Kong universities have set up school-running institutions in the Mainland.

At present, in addition to the Chinese University of Hong Kong (Shenzhen) has been running and rapidly developing, the Hong Kong University of Science and Technology in Guangzhou, the City University of Hong Kong in Dongguan, the Hong Kong Polytechnic University in Foshan, the Open University of Hong Kong in Zhaoqing, and the University of Hong Kong in Shenzhen are also under construction or preparations. Under construction.

Li Qingquan believes that from a multi-dimensional comparison of student resources, industry support, job market, subject level, faculty, and international academic reputation, universities in Guangdong and local universities in Hong Kong have their own advantages and disadvantages.

Although Hong Kong universities have a high degree of internationalization and a relatively high level of disciplines and scientific research, the transformation of scientific research results is weak, and the integration of science and education, and the integration of production and education are limited.

Therefore, there is room for two-way complementarity in higher education cooperation between the two places, and efforts should be made to achieve a two-way complementary cooperation and exchange pattern.

It is reported that Shenzhen University has already had a preliminary idea about this, and hopes to meet the needs of Hong Kong during the "14th Five-Year Plan" period to build disciplinary characteristics and a new type of think tank.

Including plans to establish cross-industry joint training programs related to master of law, social work, journalism and communication with Hong Kong universities on the existing basis to increase the recruitment and training of Hong Kong students (undergraduates, postgraduates, advanced seminars); encourage and support Subject to the needs of Hong Kong, second-level subjects or subject teams outside the catalog, Guangdong, Hong Kong and Macao joint laboratories, etc.; support the development of new think tanks such as the Hong Kong and Macao Basic Law Research Center of Shenzhen University, and enhance core service capabilities.

In fact, Shenzhen University has always been focusing on cooperation with universities in Hong Kong and Macau. In 2019, Shenzhen University and Hong Kong universities jointly established the "Greater Bay Area International Innovation College"; in 2020, Shenzhen University, together with the University of Hong Kong and the University of Macau, formed the "Guangdong, Hong Kong and Macau Smart City" Joint Laboratory"; the school also cooperates with Hong Kong University of Science and Technology, University of Macau and other universities in Hong Kong and Macau to train doctoral students.

Through the provision of entrepreneurship training, fund support, visits and exchanges, scientific research cooperation, joint training, etc., more and more young people from Hong Kong and Macao are attracted to study and live in the Mainland, and to find employment.

Li Qingquan said that in the next step, the school will further promote the participation and in-depth cooperation of all stakeholders of the three local governments, industry, academia and research, and establish in Shenzhen-Hong Kong Innovation and Technology Cooperation Zone, Guangming Science City, Xilihu International Science and Education City and other places. A number of national key laboratories and major strategic cooperation platforms in different fields and applications.
