Many participating experts pointed out that the development of China's multi-level medical security system is still facing challenges, and promoting the high-quality development of commercial health insurance will help solve this big problem.

  In recent years, China's commercial health insurance has developed rapidly, but its coverage rate as an independent type of insurance is insufficient, and insurance expenditures account for a low proportion of health expenditures, and it has not yet become a powerful supplement to the public medical security system.

  Zheng Gongcheng, a member of the Standing Committee of the National People's Congress, vice chairman of the Central Committee of the Democratic League, and chairman of the Chinese Social Security Society, said bluntly that the current development of China's multi-level medical security system is seriously lagging behind, and "multi-level" is in a state of lack.

At present, it is the basic medical insurance that bears the responsibility of all people's disease medical protection, but the real commercial health insurance in the market sense has not actually been formed.

  According to Zheng Gongcheng, this situation is caused by a variety of reasons.

Among them, the basic medical insurance system has not been finalized, resulting in the unclear development space of other health insurance, and the public lacks clear and rational expectations, which are the biggest constraints.

In addition, there are insufficient innovations in related systems, such as medical subsidies for civil servants, and whether supplementary medical insurance for enterprises can be forced into the market. In this regard, the current system does not clearly stipulate, resulting in a lack of stable customer groups for commercial insurance.

  Zhou Yanli, a member of the National Committee of the Chinese People's Political Consultative Conference, a special researcher of the Counsel’s Office of the State Council, and former vice chairman of the China Insurance Regulatory Commission, also said that although China’s health insurance business has developed rapidly and has played an active role, the coverage is still insufficient and the expenditure on health insurance is far from developed countries. Some problems have been exposed during the development process, such as the relatively single product structure, the service capabilities of professional health insurance companies need to be strengthened, and cross-departmental and cross-institutional cooperation needs to be strengthened.

  How to further promote the high-quality development of commercial health insurance has attracted the attention of Chinese officials.

At the beginning of last year, the "Opinions on Deepening the Reform of the Medical Security System" issued by the Central Committee of the Communist Party of China and the State Council proposed to accelerate the development of commercial health insurance, enrich the supply of health insurance products, make full use of the personal income tax policy of commercial health insurance, and study and expand the scope of insurance products.

  Zhou Yanli suggested that to increase policy support, the state may consider appropriate financial and taxation policies to favor professional health insurance companies, such as product design and other links involved in the deduction of income tax.

He also proposed to ensure the data connection between insurance companies and public hospitals, support the insurance industry to participate in information construction, and realize the sharing of commercial insurance information with public health, medical services, and basic medical insurance.

  In Zheng Gongcheng's view, commercial health insurance must follow market rules and cannot simply reimburse medical expenses.

Without health management services, the demand for health insurance will be relatively reduced with the continuous development of statutory medical insurance, but health management services cannot be met by statutory medical insurance.

Therefore, market players need to update their ideas and attract high-income customers with high-value-added health insurance products.

  Zheng Bingwen, member of the National Committee of the Chinese People's Political Consultative Conference and director of the World Social Security Research Center of the Chinese Academy of Social Sciences, has a problem-solving idea of ​​"fusion."

He pointed out that although there is still a certain gap between China's medical insurance expenditure and the United States, Europe and other developed countries and regions, the overall medical insurance expenditure level matches the stage of economic development, and it is neither too advanced nor too lagging.

The main problem at the moment is that commercial insurance and social insurance "do their own things", and the depth of integration and penetration rate are very poor.

  In recent years, the policy dividends of the medical insurance reform have provided broad space and major opportunities for the in-depth integration of commercial insurance into the development of social insurance.

Zheng Bingwen said that critical illness insurance and long-term care insurance are two important aspects of the combination of commercial insurance and social insurance. It is recommended that commercial health insurance should, like medical insurance, also establish three supplementary catalogs, that is, there should be supplementary systems in addition to basic services and basic systems. .

Industry associations must take active actions, but they also need strong policy support.

  Zheng Bingwen emphasized that it is difficult to establish a multi-level medical insurance system if the "three guarantees" of basic medical insurance, critical illness insurance and commercial insurance are not fully integrated.

Now that it has reached an important historical period for the integration of commercial insurance and social insurance, it is recommended that relevant departments attach great importance to it.
