(Interview between the two sessions) Dai Xiuying, member of the National Committee of the Chinese People's Political Consultative Conference

China News Service, Yinchuan, March 2 (Li Peishan and Shi Yu Jia Gao Siqi) At present, the spread of the global epidemic has not been effectively curbed, and sporadic or clustered epidemics occur from time to time in the country.

Dai Xiuying, member of the National Committee of the Chinese People’s Political Consultative Conference and chairperson of the Ningxia District Committee of the Peasants and Workers Party, said in an interview with reporters that the new crown pneumonia epidemic has exposed a shortage of disease control professionals in China and a serious brain drain. Problems such as unsustainable construction.

Under normalized epidemic prevention and control, how to strengthen the construction of disease control teams?

Dai Xiuying suggested that on the one hand, it is necessary to increase the proportion of disease control personnel, strict access conditions, increase the proportion of professionals, improve various incentive systems in the field of public health, and mobilize their enthusiasm; on the other hand, it is necessary to implement the existing benefits of the country. The policy incorporates the issued temporary subsidies for infectious disease prevention and control personnel and the implementation of the policy on the adjustment of health and epidemic prevention subsidies issued in 2020, and creates an environment that is conducive to the development of grassroots disease control personnel.

"In this epidemic, we can see that the elderly with basic chronic diseases have the highest mortality rate, and chronic diseases have seriously threatened the health of the people." According to Dai Xiuying, the current number of cardiovascular diseases in China is 330 million, and its fatality rate Ranked first among major diseases.

The death toll caused by major chronic diseases accounts for 88% of the total death toll of residents, which is 4 to 5 times that of developed countries, and the burden of disease caused by it accounts for 70% of the total disease burden.

At the same time, studies have found that adhering to a healthy lifestyle may prevent two-thirds of myocardial infarctions and two-fifths of acute strokes.

Dai Xiuying believes that strengthening the effective prevention and control of chronic diseases has become the most urgent major public health task for the implementation of the Healthy China Initiative.

To this end, she suggested that China's comprehensive prevention and control system for chronic diseases should be improved as soon as possible, strengthen the capacity building for the treatment and rescue of four types of chronic diseases, including cardiovascular and cerebrovascular diseases, tumors, diabetes and chronic respiratory diseases, and carry out national health education for the prevention and control of chronic diseases across the country. Enhance the public’s awareness of fitness and health, and make everyone realize that unhealthy lifestyles such as smoking, excessive drinking, high-fat, high-salt, and high-sugar diets can lead to chronic diseases, and promote the development of a healthy lifestyle for the whole people.

Dai Xiuying said with emotion: "The high incidence of chronic diseases will pose challenges to the national economy. If all people improve their health literacy and reduce the premature mortality of major chronic diseases, our doctors can use the simplest medicine to achieve the best therapeutic effect. Reduce the cost of treatment for each patient."

On February 21, the No. 1 Central Document of 2021 was released, proposing to consolidate the results of poverty alleviation and promote rural revitalization in an all-round way.

“Currently, China’s health and poverty alleviation tasks are nearly complete, but there are still problems in policy convergence and coordination of the main body, insufficient precision in poverty alleviation policies, and improvement of people’s health literacy in poverty-stricken areas.” Dai Xiuying said, after China achieves poverty eradication in 2020 , The implementation of the prevention-oriented health work policy will be a major issue in the health field.

"I think we should combine the strategy of rural revitalization to strengthen the sanitation management of the living environment in poor areas, help the poor build up their own awareness of disease prevention, change the phenomenon of'carrying small diseases and dragging serious diseases', and actively promote changes in their healthy behaviors, and treat them from the source. Move the prevention threshold forward." Dai Xiuying said.
