The Balearic Government of the socialist Francina Armengol has just expropriated 56 empty homes from their owners, to be used for social rents over the next seven years.

It is, presumes the Balearic Ministry of Housing, a pioneering measure in Spain, the result of Law 5/2018 of June 19, which allows the island government to take over the homes that for months it has been registering in a registry of large Forks.

In the next few days the resolution will be published in the BOIB, the large holders will be notified of the expropriation of use, and a term will be opened for the presentation of allegations.

"Despite the fact that there are some communities that have similar figures, most are in the phase of detecting empty flats, and there has not been any measure of compulsory cession of homes of the scope of the Balearic Islands today," said the minister Balearic of Housing, Josep Marí Ribas.

The houses had already been visited by technical personnel from the General Directorate of Housing and Architecture, who considered them adequate due to their size, characteristics and condition, to be incorporated into the social housing stock.

It is one of the most innovative and aggressive initiatives of the Housing Law of the Balearic Islands, in order to put into circulation housing stock "where there is an objective need", explains the Ministry.

Most are on the island of Mallorca, 27, while 23 are in Menorca and six in Ibiza.

Specifically, eleven in Palma, eleven in Inca, two in Llucmajor, two in Manacor and one in Calvià.

Those of Menorca are 17 in Ciutadella and six in Maó.

While the Ibicencas are distributed by almost all the municipalities of the island.

"It makes it possible to take flats out of the speculative market to put them in the hands of those who need it most, so that the social function of housing returns, which is breached by having the flats closed," says Marí Ribas.

The owners will receive compensation during the seven years that the house is in social rent.

An amount of 1.8 million euros is expected for this first package, which they will receive in a single payment.

The compensation price that the Government will pay for these homes is "considerably lower than the rental prices it has registered (as a price reference index) for the Community", which sets an average monthly price of 624 euros, while the one that the Government will pay is an average of 391 euros per month.

The people who will be awarded these flats (once they join the public park) will pay a rent adapted to their pocket, so that it never exceeds 30% of their income.

For flats in Mallorca, the average price that the Government will pay to the large holder is 408 euros per month.

The total forecast is 926,000 euros in compensation for the transfer.

In Menorca, the average price to be paid will be 336 euros per month (649,000 euros for the compensation to the large holder).

And in Ibia is where the highest price will be paid: 530 euros per month (266,000) euros for compensation to large holders.

The Government, announces, follows a second line of action with respect to the floors of the large holders: the exercise of the right of first refusal and retraction in the operations of disposition of houses between the large holders.

At the same time, it strengthens control over large holders, with more severe penalties for non-compliance.

The objective is, through this second route, to acquire some 40 homes to also use them for social rent.

At the moment, the process of acquiring eight homes located in Palma, Manacor and Es Mercadal has already begun through this route.
