The draft specifies that the release of liability will occur if the loss occurred through negligence, and also despite the fact that it did not lead to harm.

If adopted, amendments will be made to Article 228.2 of the Criminal Code (violation of the rules for the circulation of narcotic drugs or psychotropic substances).
In this case, the fact of loss must be recorded by a special commission in the manner established by the Ministry of Health in agreement with the Ministry of Internal Affairs.
Earlier, Russian Prime Minister Mikhail Mishustin said that the Russian government softened the liability of medical workers and pharmacists for the unintentional loss of potent drugs.
