Bremen (dpa / lni) - The Greens parliamentary group of the Bremen citizenship wants stricter rules for keeping pets - a so-called pet driver's license.

In a position paper, the Greens demanded stricter regulations and a certificate of competence, reported the "Weser-Kurier" (Monday).

Dogs, cats, guinea pigs and other pets should therefore only acquire those who have such a pet driver's license.

There should be a theoretical and a practical exam.

The Greens also called for a nationwide positive list of animals that are suitable for private keeping and a ban on animal trade on the Internet and at trade fairs.

"Pets are often kept very responsibly and in a species-appropriate manner, but keeping people and animals are not always beneficial," said Philipp Bruck, Greens spokesman for animal policy.

"Animals are not things and should therefore not be traded like these."

A positive list should limit private animal husbandry to those species that benefit from living together with humans.

For example, dogs, cats or horses, but by no means exotic animals, gerbils or monkeys.

Animals that are not on the list should no longer be sold.

If you want to buy more than three animals, you have to provide further evidence.

According to the Greens, anyone who wants to breed animals should prove their suitability to the responsible veterinary office.

Breeds that meant pain, suffering or damage would have to be terminated, including dog breeds such as bulldog, pug or Chihuahua.

"As long as certain animals live in relevant numbers in homes and are considered to be employable, they should always be given priority and offspring should be limited if possible," said Bruck.

"We consider a positive list to be very useful," said Gaby Schwab, spokeswoman for the Bremen animal shelter, the newspaper.

A pet driver's license is theoretically for a good cause, but difficult to implement in practice.
