Less than a day after the Egyptian government decided to postpone the application of the controversial real estate registration law until the end of this year, Egyptian President Abdel Fattah El-Sisi decided to extend the delay in implementing the law to two years in order to provide an opportunity for a societal dialogue on it and its amendment.

A statement issued by the Egyptian presidency said, on Monday evening, that Sisi reviewed, during his meeting with the Prime Minister and Minister of Justice, "developing the work of the real estate registration system, and the government's efforts in this regard."

The Spokesman for the Presidency of the Republic stated that Sisi directed in this context to postpone the implementation of Law No. 186 of 2020 amending the Real Estate Registration Law for a transitional period of not less than two years in order to provide the opportunity and time for a community dialogue, with the government preparing a draft law that achieves that delay.

Tax replacement with fees

But it is noteworthy that Sisi demanded that the tax be replaced by paying other fees (he did not specify it), so that during that transitional period, a fixed, reduced and clear value would be collected when registering the property, according to the area and type of property, in place of the tax imposed in this regard on real estate transactions.

The meeting, which was held specifically to postpone the implementation of the real estate registry law, dealt with the details of the system for inventorying and developing real estate wealth, and the government's efforts in this regard through the governance of issuing building permits, in addition to removing encroachments on state property, as well as allowing reconciliation on real estate in violation of controls, and providing housing for residents. Justice Minister Omar Marawan indicated that this system aims to secure citizens' ownership of real estate wealth and maximize benefit from it, in addition to controlling and securing the real estate market, as well as eliminating unauthorized construction and slums, he said.
