28 February 2021 The new anti-Covid Dpcm will be signed between Monday evening and Tuesday. In fact, new technical meetings of the Draghi government would be foreseen to refine some rules and complete some steps.



The new Dpcm, which will start on March 6, should be valid for one month until April 6. According to a draft of the text, the prohibitions and restrictions will remain in force also for Easter and Easter Monday. We will therefore have an armored Easter. Reopening is expected, albeit not immediately.

27 March cinemas and theaters

while it will be possible to go to the

museum even on weekends

'in the yellow zone'. It was Minister Franceschini who announced access to museums by reservation even on weekends (the latter are currently open in this same band only on weekdays). Cinemas and theaters must have pre-assigned and spaced seats. An interpersonal distance of at least one meter must be ensured for both staff and non-cohabiting spectators.



Barbers and hairdressers will be closed in the regions declared in the 'red zone'

Non-cohabitants in the 'yellow zone' can also enter the house.


In this range the measure - mentioned in the previous document, according to which - "with regard to private homes, it is strongly recommended not to receive people other than cohabiting, except for work needs or situations of necessity and urgency ".



However, "feasts in indoor and outdoor places are prohibited

, including those resulting from civil and religious ceremonies". Ski resorts remain closed. Discos and fairs also closed in the white area. 



Curfew remains from 10pm to 5am



The stop to travel between regions has been confirmed until March 27


As always, it is allowed to return to one's residence, domicile or home as well as travel motivated by work needs, health reasons or situations of need. Visits to a single private home are permitted in the yellow zone, once a day, between 5 am and 10 pm. Two people plus children under 14 can travel. 



Second houses.

It is allowed to go to the second in the yellow or orange zone (even if they are outside the region) only to the family and only if the house is uninhabited. You cannot go to the second home with friends and family. However, it is not possible - unless there are urgent and necessary reasons - if the houses are in red or dark orange areas. Travel for tourism is prohibited.



Shopping


Shops closed only in the red zone where only the shops of essential products are guaranteed: pharmacies, food, hardware stores. In the yellow and orange area all the shops are open. Shopping centers continue to be closed on weekends. In the exercises the usual security measures are valid: distance, mask, quota entrances.



Gyms and swimming pools closed even in the yellow zone


The possibility of going to the gym or swimming pool remains far away. Contact and team sports prohibited. On the other hand, individual outdoor physical activity such as walking, cycling and running is allowed. At the moment, the CTS, given the trend of infections, does not consider it appropriate to relax the restrictions in this sector. If things were to improve, at least one could think of individual lessons or bookings. Agonists are allowed to train.



No dinners at the restaurant


You can only go

to the restaurant

and bar in the yellow zone during the day. There are fears of gatherings outside the premises, which regularly occur even in closed premises on weekends. Therefore the rules for restaurants remain those in force: in the yellow zone open until 6pm and take-away is allowed until 10pm. At home is allowed at any time. Takeaway and home delivery are allowed in the orange and red areas. The exceptions are the Autogrill, beyond 6 pm in the yellow zone, the canteens and restaurants in the hotels.



School


In the red areas all schools - according to the indications of the Technical Scientific Committee - should be closed. The experts have also estimated that students will have to be in Dad if the incidence is higher than 250 cases per 100 thousand inhabitants. In all other situations, the school remains in the presence as already established by the provisions in force: in the presence for the pupils of infancy, elementary and middle school while for those of the high schools there is teaching and in presence at least 50% and up to a maximum of 75%. In the text of the draft of the Dpcm, another measure is introduced: "in order to maintain social distancing, any other form of alternative aggregation is to be excluded". In some cases, the governors have already applied more restrictive measures such as in Puglia, Campania and Marche.



Regions opinion sent on new Dpcm


The Conference of Regions sent the defined 'interlocutory' opinion to the Dpcm. On the part of the Regions, no stakes or reasons have emerged that would prevent the go-ahead for the text.
