The case-by-case management, depending on the situation in each territory, of the Covid-19 epidemic requires the government to juggle different scenarios: areas re-confined on weekends, those under surveillance or even those that require a relaxation of restrictions.

For many government officials, the exercise is reaching its limits.

ANALYSIS

The intricacies of the territorialization of the management of the Covid-19 are turning into a puzzle for the executive.

The government finds itself managing three different situations in the territory.

There are the two areas in confinement on weekends: Nice and part of the Riviera coast, as well as the agglomeration of Dunkirk.

But there are also the 20 departments under surveillance where Jean Castex asks the authorities to strengthen compliance measures, in particular the curfew and teleworking.

The Prime Minister would also like to step up efforts there on vaccines and saliva tests.

There are also those areas which, for the time being, are outside the alert coast and which would like to be able to breathe a bit.

But when we discuss with the Prime Minister or his teams, we understand that it will not be possible to create a fourth category, that of departments where the restrictive measures would be lifted or at least lightened.

"It's almost easier when the whole country is confined"

Several ministers confirm: it is impossible to send such a signal, which would suggest that a release is possible even as the Covid-19 variants are spreading more and more.

"It's almost easier when the whole country is confined," smiles an adviser.

We understand, it is a number of sanitary, administrative but also political balancing act, in which the government is currently engaged.

It remains to be seen how long he will manage to juggle between these different scenarios.
