"The global goal of this tender is to strengthen representative democracies and the EU integration process in Montenegro by providing civil society with opportunities to actively participate in decision-making, as well as stimulating a favorable legal and financial environment for civil society," the document says.

Non-profit organizations or civil society organizations established in Montenegro, the EU or a number of other states can apply for participation in the competitive selection.
