In this regard, Sun Wenjian, a spokesperson for the Ministry of Transport, said on the 26th that the Ministry of Transport carried out a follow-up verification for the first time and found that the media reports did not match the facts, and had a "headline party" taste.

Sun Wenjian said that during the verification process, he learned that some truck drivers are not familiar with the "green channel" policy.

Sun Wenjian gave a further introduction on related policies and regulations.

  Sun Wenjian pointed out that in order to ensure the supply of "vegetable baskets" and meet the basic needs of the people, in December 2009, the Ministry of Transport and the National Development and Reform Commission jointly issued the "Notice on Further Improving and Implementing the Green Channel Policy for the Transport of Fresh Agricultural Products". It is clear that vehicles that legally load and transport fresh agricultural products in whole vehicles will be exempted from vehicle tolls nationwide.

In order to unify inspection requirements, facilitate on-site operations, and reduce law enforcement disputes, the "Notice" clearly defines the vehicles that enjoy the "green channel" policy for the transportation of fresh agricultural products, mainly in three aspects:

  First, the fresh and live agricultural products loaded belong to the range of free varieties.

Fresh agricultural products must be included in the range of free varieties. The "Notice" clearly lists the "Catalogue of Fresh Agricultural Products" that can enjoy the free policy, including fresh vegetables, fresh fruits, fresh aquatic products, and fresh meat, eggs, milk, etc. There are 128 specific varieties or categories in the broad category, these varieties basically meet the daily needs of the people.

  The second is to meet the requirements of vehicle loading.

How is this vehicle loading defined?

For vehicles that enjoy the "green channel" policy, the fresh agricultural products loaded should account for more than 80% of the vehicle's approved load quality or compartment volume, and there is no mixing with non-fresh agricultural products.

  The third is to meet the requirements of legal loading and transportation.

Vehicles that counterfeit, illegally exceed the limit and overload the transportation of fresh and live agricultural products, and those that have other illegal acts, refuse to pass through designated lanes or refuse to accept inspection, do not enjoy the "green channel" policy.

  According to statistics, from 2017 to 2019, toll roads across the country exempted 103.6 billion yuan of tolls for transportation of fresh agricultural products, providing a strong guarantee for promoting the circulation of fresh agricultural products.

  Sun Wenjian said that in the next step, the Ministry of Transport will urge and guide local transportation authorities and toll road management units to do a good job in service. At the same time, truck drivers are also welcome to effectively supervise the implementation of the "green channel" policy.
