According to the person in charge of the Office of the Leading Group for the National Poverty Alleviation Census, from 2020 to the beginning of 2021, more than 210,000 census personnel conducted a national poverty alleviation census on 22 provinces (autonomous regions and municipalities) in central and western China.
The results of the census show that the rural poor have all been lifted out of poverty under the current standards.
First, the poor have fully realized the "two no worries and three guarantees" and the safety of drinking water is guaranteed.
According to the National Rural Poverty Monitoring Survey, in 2020, the per capita disposable income of rural residents in poverty-stricken counties in the country is RMB 12,588, an average annual increase of 11.6% since the 18th National Congress of the Communist Party of China, which is 2.3 percentage points higher than that of rural residents in the country.
In terms of food, registered households can usually eat enough without going hungry and can take in the protein needed by the body; in terms of clothing, there are seasonal changes of clothes and warm bedding throughout the year; In terms of education, all school-age children are not eligible for learning due to physical reasons, and they all go to school and can afford to go to school. The vast majority of them go to school, and a small number of children who cannot come to school due to special circumstances are sent to school; in terms of basic medical care, The registered population is covered by basic medical insurance, critical illness insurance, and medical assistance. In terms of housing safety, if the original housing has been identified or assessed as unsafe, it will pass effective measures such as dilapidated house renovation and relocation of poverty alleviation. It is guaranteed that all registered file holders live in safe houses.
In addition, in terms of drinking water safety, the domestic drinking water of established registered households has met the requirements of the local rural safe drinking water evaluation criteria, and sufficient and clean drinking water can be obtained in a timely and convenient manner.
Second, the targeted assistance policy has been effectively implemented, which has played a key decisive role in the comprehensive realization of poverty alleviation for the poor.
Industry, employment, health, education, dilapidated housing renovation, relocation of poverty alleviation, social security, the disabled, ecological poverty alleviation and other support policies aim at the poverty-stricken population to be targeted for precise force. Policies are implemented for poverty types, and eligible registered households have enjoyed relevant assistance policies to varying degrees according to actual conditions.
Third, the level of infrastructure and basic public services in poverty-stricken areas has been significantly improved, which has provided a strong guarantee for the poverty-stricken population to be lifted out of poverty.
The production and living infrastructure of poor areas such as access to hardened roads, electricity, broadband Internet, radio and television signals, and centralized water supply have been significantly improved; the county, township, and village three-level medical and health service system is sound, and common diseases and chronic diseases can be diagnosed and treated in time ; Educational and cultural facilities and service levels have been greatly improved, and children from poor families can enjoy more equitable educational opportunities.
The person in charge emphasized that the census provides true and accurate statistical information, which objectively and comprehensively reflects the effectiveness of poverty alleviation. The results fully demonstrate that China's poverty alleviation effectiveness is solid, head-to-head, and can stand the test of history and the people.
