The "Mechanism" pointed out that the implementation of major tasks for Hainan's scientific and technological innovation should be accelerated, adhere to the principle of complementary advantages and mutual benefit, and guided by the actual needs of Hainan, focusing on the development of Hainan's key industries, offshore innovation and entrepreneurship, transformation of scientific and technological achievements, and cooperation in science and technology parks. The "Mechanism" proposes five main measures.
