On June 26, a relative of the dead person contacts the home care staff and is worried that he will not be able to get in touch.

Then it takes a week before two unit managers go home to the person - and find the elderly person dead.

After the incident, Luleå municipality investigated the case and came to the conclusion that there were clear shortcomings in the home care group.

The investigation was then handed over to the Swedish Health and Care Inspectorate (IVO), which in turn directs very harsh criticism at the social welfare board in Luleå municipality.

Among other things, IVO writes in its report that it cannot be ruled out that the person may have been dead in their home for around a month.

This is because several home care visits have been missed.

The person must have been entitled to home care twice a day.

A compilation, which extends from 15 May 2020 until 3 July 2020, when the person was found dead, shows that a total of 99 visits were planned.

On 25 occasions, the staff has noted that the individual does not open the door and on only one, 23 May 2020, measures were taken to make contact.

After the fourth, however, there is no documentation showing that someone has visited the deceased person.
