Among them, it is proposed that by 2035, the total scale of the physical line network of the national comprehensive three-dimensional transportation network is about 700,000 kilometers (excluding the overseas section of the international land route, air and sea routes, and postal routes).

  It is known that the planning period is from 2021 to 2035, and the long-term outlook is to the middle of this century.

The "Outline" is divided into six parts: planning basis, overall requirements, optimizing the national comprehensive three-dimensional transportation layout, promoting the integrated development of comprehensive transportation, promoting the high-quality development of comprehensive transportation, and ensuring measures.

  Analyzing transportation demand, the "Outline" predicts that the average annual growth rate of passenger trips (including car trips) from 2021 to 2035 will be about 3.2%.

The proportion of high-speed rail, civil aviation, and car travel continues to increase, and the demand for international passenger travel and urban agglomeration passenger travel is stronger; it is estimated that the average annual growth rate of freight volume in the society from 2021 to 2035 is about 2%, and the average annual growth rate of postal express business volume It is about 6.3%.

The transportation of foreign trade cargo has maintained a long-term growth trend, and the volume of bulk cargo will maintain a high level of operation for a period of time.

  The "Outline" puts forward development goals:

  ——By 2035, a modern and high-quality national comprehensive three-dimensional transportation network that is convenient and smooth, cost-effective, green, intensive, intelligent, advanced, safe and reliable will be basically completed, to achieve international and domestic interconnection, three-dimensional access to major cities across the country, and effective coverage of county-level nodes. Strongly support the "National 123 Travel Traffic Circle" (1 hour commute in urban areas, 2 hours access to urban agglomerations, 3 hours coverage of major cities across the country) and "Global 123 Express Cargo Circle" (1 day domestic delivery, 2 days delivery to neighboring countries Delivered to major cities in the world within 3 days).

The quality, intelligence and green level of transportation infrastructure are among the top in the world.

Transportation is fully adapted to the people's growing needs for a better life, effectively guarantees national security, and supports China's basic realization of socialist modernization.

  ——By the middle of this century, a modern, high-quality national comprehensive three-dimensional transportation network will be fully established, with a world-class transportation infrastructure system, effective balance of transportation supply and demand, high-quality services, and strong security.

New technologies are widely used to realize digitalization, networking, intelligence, and greening.

Travel is safe, convenient and comfortable, logistics is efficient, economical and reliable, to achieve "people enjoy travel and material quality and flow", to build a strong transportation country in an all-round way, and to be a good first for building a modern socialist country in an all-round way.

  The "Outline" clarifies that the national comprehensive three-dimensional transportation network connects all county-level and above administrative regions, border ports, defense facilities, and major scenic spots across the country.

By 2035, the total scale of the physical network of the national comprehensive three-dimensional transportation network will total about 700,000 kilometers (excluding the overseas section of the international land corridor, air and sea routes, and postal routes).

Among them, there are about 200,000 kilometers of railways, about 460,000 kilometers of roads, and about 25,000 kilometers of high-grade waterways.

There are 27 major coastal ports, 36 major inland river ports, about 400 civil transportation airports, and about 80 postal express hubs.

  The "Outline" also proposes that, in accordance with the national regional development strategy and land space development and protection pattern, combined with future transportation development and spatial distribution characteristics, the key areas are divided into three categories according to the magnitude of transportation demand.

  Among them, the four regions of the Beijing-Tianjin-Hebei, the Yangtze River Delta, the Guangdong-Hong Kong-Macao Greater Bay Area and the Chengdu-Chongqing Shuangcheng Economic Circle serve as poles. The 8 areas of the plain are grouped, and the 9 areas of Hubao Eyu, central Guizhou, central Yunnan, central Shanxi, northern slope of Tianshan, Lanxi, Yanhuang of Ningxia, Lhasa and Kashgar are grouped.

According to the intensity of traffic connection between poles, groups, and groups, the main skeleton of the national comprehensive three-dimensional transportation network composed of main shafts, corridors and passages will be built.
