According to the newspaper, Deputy Prime Minister Viktoria Abramchenko instructed by March 1 to finalize amendments to the legislation "in terms of ensuring that the owners of industrial infrastructure facilities fulfill the obligation to eliminate the damage to the environment", while providing them with a mechanism for limiting the payment of dividends.

The corresponding instruction was given to a number of specialized departments, including the Ministry of Natural Resources, the Ministry of Industry and Trade and the Ministry of Economic Development.

It is noted that the information about the order of Abramchenko was confirmed by the representative of the Deputy Prime Minister Marta Galicheva.

She noted that on behalf of the head of state Vladimir Putin, mechanisms are currently being developed to prevent the appearance of such abandoned facilities as the Baikal PPM and the Usoliekhimprom plant in the Irkutsk region.

In November, Russian President Vladimir Putin announced that hazardous facilities had been liquidated in Usolye-Sibirskoye, Irkutsk Oblast, and that chemicals had been prevented from entering waterways.
