Düsseldorf (dpa / lnw) - In order to promote cycling in North Rhine-Westphalia, the municipalities and regional planning authorities are to be obliged to draw up cycling plans according to the will of the Green parliamentary group.

This should be laid down in the planned cycling law, demanded the parliamentary group in a key issues paper presented on Tuesday.

Such cycle traffic plans should be presented every five years, said the green traffic expert Arndt Klocke.

"We urgently need more staff for cycling planning," Klocke continued.

To compensate for the additional planning costs, the Greens propose a "planning euro".

The municipalities and regional planning authorities should receive one euro per inhabitant per year.

Overall, the Greens are calling for "Integrated Transport Planning" that provides for equal treatment of all modes of transport.

According to the Ministry of Transport, the law should be called «Bicycle and Local Mobility Act».

An association hearing is planned for March.

In addition to bicycle traffic, the law also considers pedestrian traffic and other forms of local mobility as well as the linking of different types of traffic, explained a ministry spokesman.

"With this first cycling law in a German state, our claim is underlined that the bicycle in North Rhine-Westphalia will become more and more of the everyday means of transport," the spokesman continued.

In 2021, a record amount of 54 million euros will be available for cycling in NRW.

In their key issues paper, the Greens are calling for annual funding of 90 million euros from the state budget to expand the cycling infrastructure until 2035.
