The regulations point out that the targets of unannounced investigations are grassroots fishery and fishery administration authorities, fishery administration law enforcement agencies, and enterprises in the interviewed area that are or may be engaged in aquatic product fishing, transportation, catering, processing, shipbuilding (repair), and net gear production. Regarding the notification and interview system, the unannounced investigations and unannounced visits revealed that the fishery and fishery administration authorities or the fishery administration law enforcement agencies in the interviewed areas had obvious inactions, inactions and hardships, resulting in serious consequences or adverse social impacts, or implementations. In case of ineffectiveness, prevarication and procrastination, fraud, deception, and other formalistic and bureaucratic issues, the unannounced investigation organization department may report the relevant information to the people's government at or above the county level in the area visited.
