Düsseldorf (dpa / lnw) - North Rhine-Westphalia's building minister Ina Scharrenbach (CDU) does not believe in a solar system obligation for house roofs.

The Greens in the NRW state parliament had called for the installation of photovoltaic systems to generate electricity to be prescribed through a state law for new buildings and the renovation of existing buildings.

Scharrenbach, however, referred to the already rapidly increasing number of roof solar systems in North Rhine-Westphalia.

"In the case of private roofs, the massive expansion of systems shows that private house builders voluntarily use their roof areas sensibly," said Scharrenbach of the German press agency.

Last year, according to the Ministry of Construction, a good 34,000 new photovoltaic systems were installed in North Rhine-Westphalia, around 71 percent more than in 2019. Since the total output of the systems has only increased by 27 percent, it can be concluded from the figures that predominantly small systems are on Roofs had been installed.

The Greens consider the introduction of mandatory photovoltaics to be necessary for reasons of climate and energy policy.

There is great untapped potential for the generation of green electricity on the roofs of houses in North Rhine-Westphalia.

Currently, not even every tenth suitable roof is used for a solar system.

A report commissioned by the Landtag's advisory and expert service shows that such a solar obligation, as Baden-Württemberg and Hamburg have already introduced, is also fundamentally possible in North Rhine-Westphalia - if there are exceptional rules and flexible implementation options.

Scharrenbach referred to measures taken by the state government to accelerate the expansion of solar energy.

On July 1, a regulation should come into force that large newly built parking spaces would have to be roofed over with photovoltaics.

In addition, there are already some photovoltaic obligations in municipalities for large commercial and industrial buildings.

According to Scharrenbach, there are still problems with roof electricity from rental houses.

"The federal legal framework for tenant electricity is still not right here," she criticized.

"When that is finally changed, there will also be another photovoltaic boost in the rental apartment sector."
