China News Service, February 20. A few days ago, the website of the Chinese Embassy in Spain issued a notice on the relevant requirements for flying from Spain to China.

  The notice pointed out that the current global new crown pneumonia epidemic is still very serious, and the risk of cross-infection in international travel is relatively high. It is recommended that "non-essential, non-urgent, and no travel".

Starting from February 23, 2021 (including the day), the Embassy and Consulate in Spain will implement the following requirements for passengers who really need to fly from Spain to China:

1. Related description

  (1) The "green code" in this notice refers to the green health code with the HS logo (for Chinese citizens) and the green QR code with the HDC logo (for foreign citizens), which are only used for boarding.

If there is no need to distinguish nationality, they are collectively referred to as "green codes".

  (2) The "double test" in this notice refers to the new coronavirus nucleic acid test (referred to as PCR test) and serum-specific IgM antibody test (referred to as IgM test).

If there is no special need, they are collectively referred to as "dual detection".

  (3) "Within 48 hours before boarding" in this notice is calculated from the date of testing and sampling, and is not accurate to the hour.

If passengers board the plane on February 23, they should submit a double test report with a sampling date from February 21 (inclusive) to February 23.

  (4) In the previous notices, frequently asked questions, and precautions that are inconsistent with this notice, this notice shall prevail.

2. Flight requirements

  (1) The country of origin is Spain

  All persons living in Spain must take direct domestic flights from Spain to China.

Since November 24, 2020, the Embassy in Spain will no longer issue the first-stage green code for passengers transiting from Spain to a third country, and the transit country will not issue the second-stage green code for such passengers.

  (2) The country of origin is a third country

  1. If the passenger is currently in a third country with a direct flight to China, he must take this direct flight.

If you come to Spain and transfer to China on your own, the embassy in Spain will not review and issue the second-stage green code.

If the direct flight of a third country is broken and there is no other direct flight, please refer to Article 2.

  2. If the passenger does not currently have a direct flight to China from a third country, whether by car, car or flight to Spain, it will be regarded as a transit.

All passengers must apply for a green code from the Chinese embassy or consulate in the country of origin based on the double test results within 48 hours before the departure of the first leg of the itinerary, and conduct a test at the Spanish embassy or consulate within 48 hours before boarding the second leg The institution completes the double test and applies for a green code.

If the country of origin has not reviewed and issued the green code for the first leg of the itinerary, the embassy will not review and issue the green code for the second leg of the itinerary.

3. Pre-departure protection and inspection requirements

  (1) After confirming the flight date, passengers should take the initiative to reduce contact with the outside world, stay at home as much as possible, avoid unnecessary travel, do not participate in group gatherings, and do not go to crowded places for gatherings to avoid cross-infection.

After completing the double test, you should continue to stay at home and take personal protection on the day of travel.

If you feel unwell, please seek medical treatment in time, and adjust your itinerary to China according to the situation.

  (2) The requirements for double testing are as follows:

  2. Sampling and testing methods

  For nucleic acid detection, the sampling method should be throat swab or nasopharyngeal swab, and the detection method should be real-time fluorescent RT-PCR method.

For the detection of serum-specific IgM antibodies, the sampling method should be venous blood. The detection method is preferably chemiluminescence (quimioluminiscencia) or enzyme-linked immunoassay (ELISA).

The test report shall clearly reflect the relevant sampling methods, test methods and test results, and indicate the complete information of the test agency.

The sampling time limit for related tests remains unchanged, that is, sampling tests are completed within 48 hours before boarding.

  3. Information reporting requirements

  Persons who intend to go to China should bring their passports (or other travel documents) when undergoing the test, and proactively explain to the testing agency that the test is intended to be used in China, and provide the testing agency truthfully and require them to accurately fill in their name, gender, and gender in the report. Date of birth, passport number, sampling city and other information, truthfully state whether there is a history of new coronary pneumonia, whether there is a history of close contact with confirmed cases or asymptomatic infections, whether there is nucleic acid and antibody testing in other institutions, It is agreed that the testing agency shall provide the inspection status and results to the western embassies and consulates for inspection in a timely manner.

 4. How to apply for a green code

  After the above information is confirmed to be correct, Chinese citizens should apply for a health code through the International Mini Program of Epidemic Prevention Health Code (see Annex 1).

Please be sure to fill in all the matters truthfully, upload the full flight ticket (itinerary), residence certificate in Spain (including visa), the green code of the first paragraph of itinerary (only for transit passengers) and the "dual inspection" report.
